Government cuts budget for elderly and LGBTQIA+ rights – 12/14/2024 – Panel

The ministry’s budget jumped from R$429.9 million in 2024 to R$475.4 million in the 2025 PLOA, an increase of 10.6% — all values ​​were corrected by the IPCA (official inflation index).

Conversely, the program to promote the Right to Age and the Human Rights of Elderly Persons recorded a 49.1% drop in budget, from around R$11.8 million to R$6 million.

In the case of promoting the Rights of People with Disabilities, the decline was 31.5%, from R$9.9 million to R$6.8 million next year. The program to promote and defend the rights of LGBTQIA+ people suffered a reduction of 22.6%, from R$8.343 million to R$6.458 million in 2025.

Finally, the promotion and full protection of the Human Rights of Children and Adolescents lost 23.4% when comparing the bills, from R$79.5 million to R$60.9 million.

The only program to register an increase was that of promoting the Rights of the Homeless Population, which jumped 1,105.5%, from R$2.96 million in 2024 to R$35.6 million in 2025. The increase was due to actions foreseen in the National Visible Streets Plan, according to the ministry.

When contacted, the MDHC informed that it is necessary to take into account that the PLOA is still being processed in Congress and that it may undergo changes. Regarding losses in programs, the ministry says that the values ​​are indicative.

“It should be noted that the budget is a dynamic piece, and may undergo changes and adjustments after approval of the LOA and throughout the year, and that MDHC will make efforts to recover the value achieved for the programs in 2024.”
