Government will pay R$7.6 billion in amendments by Monday

The president’s government (PT) paid this Friday (Dec 13, 2024) R$7.6 billion in amendments to senators and deputies. The amount is available in the accounts of city halls and benefiting entities until Monday (Dec 16).

According to Alexandre Padilha’s SRI (Secretariat of Foreign Affairs), the amounts paid so far were:

  • Pix amendments (special transfers): R$3.1 billion;
  • individual amendments (RP6): R$250 million;
  • bench splices (RP7): R$373.4 million;
  • health sector amendments (all modalities): R$3.85 billion.

The payment takes place in the same week that the president of the Chamber of Deputies, (PP-AL), canceled all committee meetings from December 12th to 20th to speed up the analysis of economic agendas.

The priority is the government’s proposals to cut spending and finalize the analysis of the main tax reform regulations.

Most of the resources were transferred after an interministerial decree and an opinion from the AGU (Attorney General of the Union) with a “legal ride” which bypasses sections than the Court by 11 to 0.

The expectation was that the ordinance and the AGU opinion would allow the release of R$6.4 billion in amendments to deputies and senators in December 2024. The amount paid, therefore, is R$ 1.2 billion more than provided for in the text.

The text is a way of getting around the unanimous decision of the Federal Supreme Court, determining that the rules for releasing money from amendments to the Budget are more transparent (with the name of each deputy and senator who proposes the use of funds) and with plans for work on how resources will be used.

Now, the ordinance published in the extra edition of Official Gazette of the Union give Dino a pedal and it will release money even without complying with all the rules imposed by the minister.

In practice, nothing will happen to stop the government’s action, except if someone (a political party, for example) questions the STF.

The release of resources is considered crucial for Congress to approve part of the spending cut package presented by the Treasury this year.

The government also wants deputies and senators to vote on the 2025 Budget and the regulation of tax reform by Christmas. The deadline for all this to go through the Legislature is just two weeks, a very short time for the dynamics of Congress.

The government’s concern with the bad mood in Congress led Lula to meet at the last minute on Monday (Dec 9) with the presidents of the Chamber, (PP-AL), and the Senate, (PSD-MG), at the Palácio do Plateau.
