The minister of the (Supreme Federal Court) ordered the suspension of the brother of the governor of Maranhão, Carlos Brandão (PSB), for the position of Extraordinary Secretary of State for Legislative Affairs.
the governor appointed his brother to the post two days after the minister suspended the appointment of Marcus and other relatives in the local Legislative Assembly. The appointment was published in this Thursday’s edition of the Official Gazette (12).
In the decision, Moraes states that the governor appointed his brother with “the clear intention of circumventing the decision made” by the court.
The minister also says that the secretariat that accommodated Marcus Brandão “is not even listed on the official page of the State of Maranhão on the internet” and that the body’s area of activity would be similar to that of the State Secretariat for Political Articulation.
Moraes says that the governor, by “appointing his brother as Extraordinary Secretary of State for Legislative Affairs, did so with a clear intention of maintaining the practice of favoritism and cross-nepotism.”
The minister prohibited the appointment of Marcus Brandão to any public position or function within the scope of the three Powers of the state of Maranhão.
“The repetition of appointments with a flagrant misuse of purpose, in theory, could constitute administrative improbity”, warned the minister.
On Tuesday (10), Moraes ordered Marcus Brandão to leave his position as director of Institutional Relations at the Assembly, under accusations of cross-nepotism.
In addition to him, Jacqueline Heluy, mother-in-law of a nephew of the governor, and Camila Moura, sister of the first lady, Larissa Brandão, were removed from their positions. In October, Moraes had already ordered the suspension of the appointment of five other relatives of the governor.
