The PF () seized more than R$ 1.5 million in a private jet that was going from Salvador to Bahia amid investigations into the embezzlement of R$ 1.4 billion in contracts from Dnocs (National Department of Works Against Droughts), a federal agency linked to the Ministry of Regional Development.

Among those arrested are businessmen and brothers Alex Rezende Parente and Fabio Rezende Parente, also businessman José Marcos de Moura, who works in the urban cleaning sector, in addition to Lucas Lobão, who commanded Dnocs in Bahia during the government (). Investigations point to the four as leaders of an alleged criminal scheme.

On December 3, the agents carried out a controlled action, which consisted of delaying a police intervention, with authorization from the judge, to seize the amount that was in the possession of the suspected embezzlers.

According to investigations, Alex Rezende and Lucas Lobão “used air transport to transport cash” and were monitored from the hangar in Salvador to Brasília, when they were approached by agents.

As described in the decision, at the time of the seizure of the money, the two investigated would have contradicted each other. According to the PF, Alex claimed that the amount in cash came from equipment sales, while Lucas Lobão said he was unaware of the existence of the money.

“The police authority concluded that the amounts transported had illicit origins and were intended to pay bribes in Brasília/DF, requiring the maintenance of the arrest of those investigated and the removal of the secrecy of the seized objects”, says an excerpt from the decision.

The report has not yet located the defenses of Lucas Lobão and businessmen Alex Rezende Parente, Fabio Rezende Parente and José Marcos de Moura.

The flight to Brasília would have been organized by José Marcos de Moura, a businessman known as Rei do Lixo.

PF investigators also seized a spreadsheet listing suspicious contracts totaling more than R$200 million in Rio de Janeiro and Amapá. The document had “MM” written on it, which, according to investigations, refers to Marcos de Moura.

The police investigation was initiated based on criminal news from the (Comptroller General of the Union), which presented a series of suspected irregularities in contracts signed between the coordination of Dnocs in Bahia and the company Allpha Pavimentações e Serviços de Construções Ltda.

Public resources from parliamentary amendments and agreements were diverted, according to investigations, to companies and individuals linked to municipal administrations.

According to the CGU, the criminal organization handled approximately R$825 million in contracts signed with various public bodies in 2024 alone.

The PF also arrested the cousin of federal deputy Elmar Nascimento (União Brasil), Francisquinho Nascimento (União Brasil), councilor in the municipality of Campo Formoso (410 km from Salvador). He was executive secretary of the city hall commanded by Elmo Nascimento, Elmar’s brother.
