Retired colonel Flávio Peregrino, the general’s main assistant since the Jair Bolsonaro government (), is one of the targets of the operation launched this Saturday (14).
Peregrino was the target of a precautionary measure other than imprisonment following a decision by the minister, of the Superior Federal Court (STF), who was Bolsonaro’s minister and his vice-president on the ticket for re-election in the 2022 elections.
Documents found on the table occupied by Peregrino at the PL headquarters and seized by the Federal Police show an attempt to gain access to details from the lieutenant colonel, Bolsonaro’s former aide-de-camp.
According to the Federal Police, the targets of this Saturday’s operation “would be hindering the free production of evidence during the criminal procedural investigation.” The reserve colonel, unlike Braga Netto, .
A Sheet failed to make contact with Peregrino’s defense. Since August, the soldier has worked in the office of district deputy Thiago Manzoni (PL).
When questioned, the parliamentarian’s office informed that it had not been able to establish contact with him after the PF operation, “in a procedure related to facts prior to his work in our office”, as highlighted in the note.
“Flávio joined the office in the second half of this year. Since then, he has assisted in the communications department and performed his duties with excellence and respecting the highest ethical values”, says a note from the office. “Always respecting the principle of presumption of innocence, which is one of the pillars of the Rule of Law, we await the development of the investigations carried out today.”
On his desk at PL headquarters, the PF found, in February, a folder called “important memories”, with a document that describes questions and answers related to the award-winning collaboration agreement signed by Cid with the PF in 2023.
“The content indicates that they are responses given by Mauro Cid to questions made by someone, possibly from the group being investigated, who appears concerned about issues identified by the Federal Police related to the attempted coup d’état”, assessed the PF when presenting its final report, in November.
“The context of the document is serious and reveals that, possibly, questions were asked to Mauro Cid about the content of the collaboration agreement made by him at the police headquarters, which were answered by him, in red”, pointed out the PF.
Also found on Peregrino’s desk, according to the report, was a hand-filled sheet with the title “operation 142”, a flowchart of what would be a coup d’état and the phrase “Lula does not climb the ramp”.
The flowchart makes an “assessment of the situation”, considers the “lines of effort”, citing among them the annulment of arbitrary acts and interruption of the transition process, until ending with the “desired political final state”: “does not go up the ramp “.
The name of the document refers to article 142 of the Constitution, used by coup plotters as an argument for military intervention in the country — the provision, however, does not allow this interpretation.
The plan envisaged the carrying out of six actions to, according to the investigations, “implement the institutional rupture after the electoral defeat” of .
Regarding the material seized at the PL headquarters, the coup proposal would begin with an investigation into alleged arbitrariness by the Judiciary since 2019. The second step would include the preparation of troops, speeches on TV and interruption of the transition process.
Next, the planning talks about decreeing military intervention on “D-Day”, which would result in the annulment of the elections and replacement of all ministers of the (Superior Electoral Court). Finally, the document ends the topic of Political Desired Final State, with the text: “Lula does not climb the ramp”.
“The document demonstrates that Braga Netto and its surroundings, contrary to what was explained in the previous document, had a clear coup intention, with the aim of subverting the Democratic Rule of Law, using an anomalous interpretation of art. 142 of the CF, in order to try legitimize the coup d’état”, states the PF in the report.
