Budget, fiscal and tax package: Lira calls sessions starting this Monday

In the last week of voting in Congress, the president of the Chamber, Arthur Lira (PP-AL), called a deliberative session for this Monday (16), at 5 pm.

Lira also canceled committee meetings throughout the week

The Budget, the proposals for the spending cuts package and the regulation of tax reform are pending a vote.

Congressmen are in a hurry and on a tight schedule. Friday (20) is the last working day of work at the Legislature. The parliamentary recess begins on December 23rd.

The Chamber must have deliberative sessions every day, while the Senate has voting sessions planned on Tuesday (17), Wednesday (18) and Thursday (19). It will still be necessary to hold a session of the National Congress to analyze the Budget proposals, vetoes and projects on budgetary topics.

The draft Budgetary Guidelines Law (LDO) should be voted on on Tuesday (17), at . Congressmen must also vote on the Annual Budget Law (LOA). After being approved by the committee, they will be voted on in a joint session of deputies and senators.

Chamber

The government prepared three texts that make up the package of cuts: a bill (PL); a complementary bill (PLP) and a proposed amendment to the Constitution (PEC).

The measures, according to government estimates, should result in a cut of around R$70 billion by 2026. Project rapporteurs have already been appointed. The PEC must be reported by deputy Moses Rodrigues (União-CE).

The texts have not yet progressed due to a lack of political climate, affected by congressmen’s dissatisfaction with the decisions on parliamentary amendments defined by Minister Flávio Dino, of the Federal Supreme Court (STF).

Last Tuesday (10), Lira stated that the government did not yet have the votes to approve the package, but that it was working to make the analysis of the texts possible.

The progress of matters depends, in particular, on the release of parliamentary amendments, which influence the mood of parliamentarians. Planalto has acted to guarantee the release of resources by December 31st.

The tax reform regulation project, approved by the Senate on Thursday (12), will also return for analysis by the House. Completing the vote on the proposal this year is a commitment from Lira and the president of the Senate, Rodrigo Pacheco (PSD-MG).

Lira also announced the intention to discuss a package of matters in the plenary session related to the tourism sector. Due to the tight schedule, the President of the Chamber canceled committee meetings from December 12th to 20th.

He justified the “proximity” of the end of work in the Legislature this year and the need to vote in the plenary on proposals of “relevant national interest”.

Senate

In the Senate, the proposal that prohibits the use of cell phones in public schools, approved in the Chamber last week.

The House also expects to endorse the texts of the fiscal adjustment package, after approval in the Chamber. Due to lack of time, the prospect is that senators will approve the texts without changes, to avoid delays in the processing.
