Government launches anti-corruption plan with actions between 2025 and 2027

The CGU (Comptroller General of the Union) approved this Monday (Dec 16, 2024), the Integrity and Combating Corruption Plan 2025-2027. The measure comes into force with its publication in the DOU (Official Gazette of the Union) this Monday. Here is the publication (PDF — 189 kB).

According to the publication, the actions foreseen in the plan are the responsibility of each participating institution and will carry out the actions within their respective budgets.

The publication is signed by representatives of the CGU, the Ministry of Management and Innovation in Public Services, the Ministry of Finance, the Attorney General’s Office of the Union, the Central Bank of Brazil, the Ministry of Planning and Budget and the Ministry of Justice and Public Security .

ANTI-CORRUPTION PLAN

The plan established 260 actions that will be monitored every six months by the CGU. There will still be 49 strategic actions exclusively to repress corruption. The CGU said that the strategies have already resulted in more than 40 special operations in 2024. The program was structured into 5 axes. They are:

  • control of the quality of the use of public resources;
  • integrity in State-Private sector relations;
  • transparency and open government;
  • combating corruption;
  • and institutional strengthening for integrity.

The plan will also include preventive actions, such as improving public transparency, strengthening integrity in relations between the public and private sector and using advanced technology to identify and curb illicit practices.

The CGU will publish periodic reports to show the progress of the plan. “The fight against corruption is not only synonymous with repression, but also with ensuring that public resources are well applied and reach those who need them most. This is the commitment of President Lula’s government to the Brazilian population”, said the CGU minister, Vinícius Marques de Carvalho.

According to the CGU, the plan was developed in a participatory manner between 35 ministries, 11 regulatory agencies, Federal Police, Central Bank, CEP (Presidency Ethics Commission), CVM (Securities Commission), ANPD (National Data Protection Authority ) and others.

Society contributed, according to the note, with the participation of experts, entities and the CTICC (Council for Transparency, Integrity and Combating Corruption). The CGU stated that more than 50 experts and 100 private sector entities contributed.

The CGU minister declared that the plan promotes a “integrated and strategic approach”which involves different levels of government and sectors of society.

LAVA JATO OPERATION

President Lula was involved in Operation Lava Jato in April 2018 for passive corruption and money laundering, but the process was carried out by the STF (Supreme Federal Court) in 2021.
