Government of Madeira fell: Chega motion approved

Miguel Albuquerque, president of the Regional Government of Madeira, this morning during the consideration and vote on the Motion of Censorship against the XV Regional Government of Madeira.

The Legislative Assembly of Madeira approved this Tuesday, by majority, the motion of censure presented by Chega to the PSD minority Regional Government, led by Miguel Albuquerque, which implies the executive fall.

The document received the votes in favor of all opposition — PS, JPP, Chega, IL and PAN, which together bring together 26 elected representatives, thus exceeding the 24 necessary for an absolute majority —, while the PSD and parliamentary partner CDS-PP voted against (has a parliamentary agreement with the Social Democrats).

The approval of the motion of censure, a unprecedented situation in the archipelagoimplies, according to the Political-Administrative Statute of Madeira, the dismissal of the Regional Government and the remaining in the position until a new team takes office.

“Scream of revolt”

In November, Chega justified the presentation of the document with different arguments involving Miguel Albuquerque and four regional secretaries, all of whom were accused.

In the final statement, before the vote, the leader of the parliamentary group and the regional structure of Chega, Miguel Castro, stated that the initiative constituted not only a “political gesture”, but above all a “cry of revolt” against cronyismthe arrogance and corruption that he says are installed in the government structure.

“The government led by Miguel Albuquerque is an example of what we do not want for Madeira”, he said, highlighting that “corruption has become a permanent shadow that hangs over this executive”.

Miguel Castro considered that “the Madeira of wealth for some and suffocation for others cannot continue” and reinforced that Madeirans do not want a “government that governs only for itself”, but a “government of public service, transparent and ethical”.

The regional leader of Chega also appealed to the population “not to be fooled by speeches of fear”, referring to the warnings made by Miguel Albuquerque in relation to the difficulties generated by the lead in the Madeira Budget for 2025.

“Lies, blackmail and sabotage”

The leader of the PS parliamentary group and the party’s regional structure, the largest in the opposition, accused the Regional Government and its president of “lies, blackmail and sabotage”using the lead from the Madeira Budget as an instrument to “take political dividends”.

Paulo Cafôfo stressed that the region “will not stop” despite starting the year 2025 under a regime of twelfths and, on the other hand, made it clear that the person responsible for the political crisis motivated by the motion of censure presented by Chega is not the PS, but the executive elements involved in legal proceedings and the parties that approved the minority Government Program after the May 26 elections.

“It is important to take action”, he stated, stressing that “the power is in the hands of the people”.

Cafôfo also declared that the parties have to “look at new solutions without taboos” and that the PS “is prepared and will contribute with complete tranquility to bring about changes”. “We won’t go there with the same ones”, he added.

“Attack” with orders from above, accuses PSD

On the other hand, the parliamentary leader of the PSD, Jaime Filipe Ramos, highlighted that a “motion of censure is a political instrument that must be well thought out and must not be used gratuitously or frivolously”. From your perspective, the motion discussed today “there was nothing like that and did not take into account the most important thing: the lives of Madeirans and Porto Santos”.

The motion of censure against the Madeiran executive was “designed and written outside the region”, “thinking about the survival strategy of a national leader”, he added, referring to the president of Chega, Andre Ventura.

Jaime Filipe Ramos also mentioned that this is “a attack” to the region’s autonomy and that “the next elections must provide the stability that Madeira needs”.

“I think Madeirans are tired of promises and confusion, of saviors and whistleblowers, of the political chaos that greatly harms the lives of those out there,” he said.

“Leave the room… and the Regional Government”

For JPP, the second largest opposition party, Rafael Nunes stated that the Regional Government faces a “credibility crisis” and “permanent instability created by Miguel Albuquerque and his PSD”.

The deputy highlighted that the Madeiran PSD executive is surrounded by suspicions of “serious crimes”, including corruption, malfeasance and influence peddling, and added that “no free and honest citizen trusts his future in the hands of someone who has lost trust”.

During the intervention by the JPP parliamentarian, all members of the Regional Government left the chamber.

“Leave the room, but also leave the Regional Government and let us work in this region”, declared Rafael Nunes, arguing that it is “time to put an end to this scourge” and take measures to solve “the real problems” of the population.

“Everything delays, everything stagnates, everything will regress”

The president of the Regional Government of Madeira, the social democrat Miguel Albuquerqueconsidered that, with the fall of its executive with the approval of a motion of censure, the region “is connected to the machine”.

“It’s easy to destroy. It’s difficult to build on top of ruins. With the fall of this Government and the call for new regional elections, the Autonomous Region of Madeira will be linked to the machine. Without Government and Budget”, declared Miguel Albuquerque in the plenary of the Legislative Assembly of Madeira, in Funchal.

Albuquerque argued that, although there are those who “think there is no problem”, the region will be in the first half of 2025 with “management in twelfths”.

In this situation, he added, “everything delays, everything stagnates, everything will regress”affecting the lives of families, companies and institutions.

“With the paralysis and uncertainty, distrust will be installed in the market, new investments will be cancelled, new projects will be postponed, new contracts will be canceled and public tenders for the construction of new infrastructure will be immobilized”, the same happening with careers and updates salaries, he said.

In his view, in the discussion of the Regional Budget for 2025 there was “just a procession of recriminations and commonplaces, without any consistency or rationality”, which it seemed “a joke without consequences in the lives of citizens and families”.

According to Miguel Albuquerque, “at a glance, the 3rd phase of construction of the Madeira Central and University Hospital is at stake”, among other projects, “the work of which will stop in the next quarter, putting more than 500 workers into inactivity”.

Also the second phase of the new health unit in Porto Santo, which represents an investment of 12 ME, support for companies and economic activity (36 ME), the salary update for the Public Service, the insularity allowance, support for nursing homes mental health and other Social Solidarity Institutions “will not happen”.

The same will happen with the update of the regional supplement for the elderly to 1,440 euros per year and “the reduction in the VAT rate for essential products will not occur”, the increase in support in Sports “will fall by the wayside” and the difference in 30% withholding tax for self-employed professionals “will also not occur”, among other measures.

Miguel Albuquerque also opined that “regardless of the political uproar” against his government, Madeirans know “that nothing has changed since the May elections of this year, and that the only thing that remains pending since then is that the PS and the JPP wants to govern Madeira”.

In their opinion, Madeirans also know “that this grotesque situation of Madeira being left without a Budget and without a Government, will harm the entire community and that the upcoming paralysis will harm them, as well as their respective families and companies”.

They don’t want confusion or fuss and they want to continue living in peace and with direction”, he concluded.
