Non-resident foreigners in Portugal leave millions in debt on the SNS

Although the symptoms are known, there are no answers to the origin, the causes, consequences and possible cure. President of the Shared Services of the Ministry of Health does not reveal values, but admits the need for improvements.

After the conclusions of the General Inspection of Health Activities (IGAS) on the access of non-resident foreigners to the National Health Service (SNS) were released, it is estimated that the debt left in hospitals could be in the millions of euros. This Wednesday, the president of Shared Services of the Ministry of Health (SPMS) was heard in Parliament. Sandra Cavaca did not reveal how the billing process is going, but assured that the system needs and will be improved.

The problem had already been raised and was confirmed after an investigation by the General Health Inspectorate, but appears to be awaiting further diagnosis. Although the symptoms are known, there are no answers to the origin, the causes, consequences and possible cure.

Despite repeated questions from deputies in the hearing requested by Chega, the executive director of the SNS, António Gandra D’Almeida, did not provide concrete data or measures.

Previously there was been questioned the president of SPMS, Sandra Cavaca, who admitted the need for improvements.

IGAS revealed, at the beginning of the month, that more than 140 thousand foreigners not resident in Portugal accessed the SNS without an agreement or insurance. A debt of up to 15 million euros may be at stake, if the assistance amount has not been paid.
