A judge from the TRF-1 (Federal Regional Court of the 1st Region) revoked the preventive arrests of prisoners in Operation Overclean, on (National Department of Works Against Droughts), a federal agency linked to the Ministry of Regional Development.
The decisions were made by Daniele Maranhão, who determined that the suspects should wear an electronic ankle bracelet and not maintain contact with other people being investigated. The judge is on the list to join one of the open minister positions at the (Superior Court of Justice).
Among the people who were released was businessman Alex Rezende Parente and also businessman José Marcos de Moura, who works in the urban cleaning sector, as well as Lucas Lobão, who commanded Dnocs in Bahia during the government ().
Investigations point to them as leaders of an alleged criminal scheme.
“The arrest was also considered necessary to avoid interference in the collection of evidence, identify other members of the organization and prevent the destruction of relevant evidence, which had already occurred under the guidance of the group’s leaders”, says the judge in one of the decisions, related to José Marcos de Moura, known as the “king of trash”.
She said that, currently, there is no risk of destruction of evidence and the investigation. Alex Parente is defended, among others, by criminalist Pierpaolo Bottini. José Marcos de Moura is defended by Rodrigo Mudrovitsch.
In the investigations, more than R$1.5 million was seized in a private jet that was leaving Salvador with the amounts. According to the PF, the money was bribes for employees in Brasília.
The police investigation was initiated based on criminal news from the (Comptroller General of the Union), which presented a series of suspected irregularities in contracts signed between the coordination of Dnocs in Bahia and the company Allpha Pavimentações e Serviços de Construções Ltda.
Public resources from parliamentary amendments and agreements were diverted, according to investigations, to companies and individuals linked to municipal administrations.
According to the CGU, the criminal organization handled approximately R$825 million in contracts signed with various public bodies in 2024 alone.
The PF also arrested the cousin of federal deputy Elmar Nascimento (União Brasil), Francisquinho Nascimento (União Brasil), councilor in the municipality of Campo Formoso (410 km from Salvador). He was executive secretary of the city hall commanded by Elmo Nascimento, Elmar’s brother.
