The evidence is in the popularity ratings: government 3 was not popular with Brazilians who expected more and better. Therefore, a change of direction is essential.

There is talk of an imminent ministerial reform. Lula does not deny it, but there are doubts about the effectiveness of changes that do not reach the heart of the issue: the government is not pleasing, stifling. If you want to please, you will need to renew your electoral contract.

The ideological clash is not a priority for the majority who are more attentive to everyday mishaps. While the president criticizes Bolsonaro and criticizes the “market”, people are stuck in coexistence with prices when going to supermarkets.

To run for re-election or try to elect a successor, you will need much more than a positive rating of 35% in a scenario of heavy clouds for 2025. Low popularity means Congress willing to antagonize and parties refractory to reliable agreements.

There are two years to go. What has not yet been seen is a willingness to recognize the changes in circumstances arising from the passage of time in a Brazil very different from the one in which Lula’s populist ways are no longer as successful as they were 20 years ago.
