The former secretary of Rio’s Penitentiary Administration (Seap), Raphael Montenegro, and drug trafficker Wilton Carlos Rabello Quintanilha, known as Abelha, were charged with crimes of active and passive corruption.
The complaint was filed by the Specialized Action Group to Combat Organized Crime of the Public Ministry of the State of Rio de Janeiro (GAECO/MPRJ).
According to the complaint, Montenegro allowed Abelha to be released, in July 2021, through the front door of the Bangu Complex, even though he knew there was an open arrest warrant against the drug trafficker.
The investigation indicates that the release was part of an illicit agreement. In exchange for freedom, Abelha and the criminal faction would offer political support to the former secretary in a future electoral campaign.
Audios obtained by the 2nd Territorial Criminal Investigation Prosecutor’s Office of Bangu and Campo Grande reveal conversations that indicate a close relationship between Montenegro, the drug trafficker and his family members.
These audios also show evidence of the group’s political support for the 2022 elections. The case is being processed in the 42nd Criminal Court of the Capital District.
A CNN sought the defense of those mentioned; the space remains open. Seap was also contacted, but, at the time of publication of the report, there was no response.
