The municipalities of Ílhavo, Vidigueira, Faro, Coruche, Palmela and Portalegre will lower the IMI to the minimum rate in the year of local elections.
More than half of the municipalities that have already published Municipal Property Tax (IMI) rates for 2025 have opted for the minimum value of 0.3%. According to data collected by based on information from Finance and municipalities, at least 35 councils will ease the rate applied to urban buildings. Another 162 municipalities decided to maintain the 2024 values.
Among the highlights are Ílhavo, Vidigueira, Faro, Coruche, Palmela and Portalegre, which decided lower the IMI to the minimum value allowed. The measure comes in a context marked by elections for municipal bodies in 2025.
On the other hand, municipalities such as Nazaré, Mafra, Cartaxo, São Brás de Alportel, Figueira da Foz, Mesão Frio and Tabuaço maintain rates above averagebetween 0.4% and 0.45%. Vila Real de Santo António, previously forced to apply a rate of 0.5% as part of a municipal adjustment program, reduced the percentage to 0.45%. This change represents the first relief since the city faced financial assistance in 2016.
Most municipalities offer IMI discounts for families with children. These reductions range from 30 euros for families with one child, 70 euros for two children and up to 140 euros for three or more. The deduction applies exclusively to owned and permanent residences.
On the other hand, properties vacant for more than a year may be penalized with added fees. In areas of urban pressure, the rate can be multiplied up to 10 times and increased by 20% annually.
The Government plans to raise 1.56 billion euros with IMI in 2025, a increase of 1.3% in relation to the 2024 forecast. Despite variations between 0.3% and 0.45% for urban properties and a fixed rate of 0.8% for rural properties, the financial impact depends on local decisions.
