Chamber wants to regulate assessment for access to BPC – 12/23/2024 – Panel

Favorite to succeed (PP-AL) in the Presidency of , the leader of the Republicans in the House, (PB), signaled his intention to regulate biopsychosocial assessment for people with disabilities to have .

The changes to the BPC rules generated controversy during the vote on the project in both the Chamber and the Senate. The benefit is paid to seniors over 65 years of age and people with disabilities on sick leave.

Faced with resistance, the leader of the PT in the Senate, (BA), stated that the government would veto one of the criticized sections, which provided for concessions only for people with moderate or severe disabilities.

In the Chamber, Motta would have guaranteed that the biopsychosocial assessment for people with disabilities will be regulated in 2025. The rapporteur would be in charge of deputy Durte Jr (PSB-MA), one of those who spoke out most harshly against the restrictions and against the requirement of ICD (International Classification of Diseases) in the case of people with disabilities.

“After much dialogue, the government realized that it could not leave this part of society unprotected”, stated Duarte Jr.. “The commitment made is to speed up the processing of this law, and, as rapporteur, I will listen to the various sectors involved in this issue to guarantee savings to public coffers, with efficiency and combating fraud, but also protect the rights of those who need it most.”

During the vote on the project, the rapporteur, Isnaldo Bulhões Jr. (MDB-AL), had already indicated that the CID requirement would be short-lived. “We decided, by agreement, to adopt the ICD for a period, and I made a commitment to work politically so that this period is short and the regulation of the law that deals with biopsychosocial assessment takes place as soon as possible.”

The tightening of rules took place amid an increase in BPC concessions in recent years. As Folha showed, data from the Ministry of Development and Social Assistance, Family and Combating Hunger show that grants granted through administrative means rose 30.6% between the end of 2021 and September 2024.

In the group diagnosed with , the expansion was 247.5% in the same period.
