Former commander of the battalion responsible for the security of the Esplanada dos Ministérios, lieutenant colonel Kelly Cezário suggested that her deputy commander align his defense with that of the then general commander of the PM-DF (Military Police of the Federal District) on the .
Major Flávio Alencar is from the DF by default. On the day of the attack on the headquarters of the three Powers, he was responsible for the Powers Battalion because Kelly had been on vacation since the 3rd. She was not reported in the case and there is no news that she is being investigated (but there are confidential investigations).
Kelly’s suggestion was made to Flávio Alencar’s wife. In unpublished audios, obtained by SheetKelly proposes that the major’s lawyer seek the defense of the former general commander of the PM-DF Fábio Augusto and his former aide-de-camp, captain Josiel Pereira César.
A Sheet reached out to Lt. Col. Kelly by phone and messages, but there was no response. Major Flávio Alencar’s defense stated that he only expressed himself in the records. The report also searched for Captain Josiel by phone and messages, without success. Fábio Augusto’s defense declined to comment.
At the time of the events, the DF PM had a division of groups and a division, including for the general command. Kelly was seen as a person close to the then commander, the undersecretary of integrated operations, Cíntia Queiroz, and the former commander of the 1st Police Command (which is above the Batalhão dos Poderes), Marcelo Casimiro.
The group disputed control of the PM with the head of the PM’s Operational Department, Jorge Eduardo Naime Barreto, and with the then deputy commander, Klepter Rosa, who ended up promoted to commander after the coup attack.
The first contact occurred in , the day on which Flávio, Josiel, Naime and military police officer Rafael Pereira Martins were arrested on suspicion of omission in the depredation of the headquarters of the three Powers.
Fábio Augusto, who is also a defendant in the investigation into the PM’s omission, was free at the time. He was dismissed from general command of the Military Police the day after the coup attack and arrested on January 10, but was released in the first days of February. Afterwards, Fábio had a new arrest order, only revoked in March of this year.
“What’s the ideal, Carol? It’s for you to put Captain Josiel’s lawyer and Colonel Fábio Augusto’s lawyer so you can form the same line of defense, understand? Because it’s just one story”, says Kelly to Major Flávio Alencar’s wife , Carolyne Alencar.
“It was very important because your story converges, right? So that later there is no noise, you know? When it’s time to make statements, to make the line of defense. […] I can get all the lawyers’ phone numbers. And I pass it on to you. And then you, if she is interested in a single situation, she understands how the defense of others is so she can also follow the same line. Because it’s the same story.”
The major’s wife thanked him for contacting us and said she would talk to the lawyer. Kelly then sends, on a messaging app, the phone number of the lawyers for the former commander-in-chief of the PM and the former aide-de-camp.
The lieutenant colonel insists on contact on other occasions. “Did you see that I sent you the lawyers’ phone numbers? Because, if they could at least have a chat with each other, right?”, says Kelly over the phone.
“One is Colonel Fábio’s lawyer and the other is Josiel’s lawyer. So, anyway, I made it available to you and you can see what you talk about with the lawyer, whichever you think is best. It’s just to be able to strengthen a line of defense, right? ?”, adds the lieutenant colonel.
Major Flávio Alencar was arrested twice. The episode that led him to prison for the first time, in February 2023, put him on a collision course with Fábio Augusto. The major was accused of emptying a Shock Battalion barrier that was positioned between the Chamber of Deputies and the headquarters of the (Supreme Federal Court).
In statements, he stated that he dismantled the containment line upon receiving information that Fábio Augusto was surrounded and injured.
Colonel Josiel Pereira César —then Fábio Augusto’s aide-de-camp— told the STF that there was no order from the general commander to dismantle the barrier. Josiel confirmed, however, that Flávio Alencar met him in the Green Room of the Chamber and asked about Fábio.
Flávio’s second arrest occurred in May 2023 after finding a message sent by him in December 2022 in a group of PMs in which he said: “In the first demonstration, just let Congress invade.”
The major states that he was not discussing the threat of pocketnaristas in the final stretch of the government, but rather the possible end of the Constitutional Fund — money from the Union that is transferred to the Government to pay for the PM and other expenses with security, health and education.
The PF located an audio on Major Flávio’s cell phone in which he comments on Kelly’s contact with his wife and states that she tried to find “holes” to incriminate him about the coup attacks. The major’s interlocutor is not identified in the document.
“The people of the sixth [batalhão da PM] He talked to me, he said that Colonel Kelly, man, she was looking for any hole I had when I was in acting command there, man, to put it up my ass, understand? Even, old man, Colonel Kelly, while I was in prison, she was harassing Carol [mulher de Flávio]putting pressure, putting pressure on Carol here so that she could convince my lawyer to arrange a statement.”
Even on vacation on January 8, the lieutenant colonel was mentioned by the Chamber’s police director, Paul Pierre Deeter, in testimony to the STF in May.
Deeter claims that one of the legislative police officers spoke to Kelly twice on the 8th, at around 11 am and 1 pm. According to him, Kelly told the agent “that he was in a position to act” and that everything was under control.
Deeter’s information about Kelly has not yet been clarified by authorities. The lieutenant colonel left the Battalion of Powers after January 8 and is now operations supervisor at the Integrated Operations Center of , subordinate to the Subsecretariat of Integrated Operations of the Public Security Secretariat of the DF.
