Until last Monday (23), the Ministry of Human Rights and Citizenship received 757 reports of institutional violence related to public security agents in São Paulo. On average, two reports are made per day — which puts the state ahead of Minas Gerais (379), Rio de Janeiro (212) and Bahia (178).
Compared to last year, when there were 143 complaints in the state, the number more than quintupled — one increase of 429.37%. The data is available on the Data Panel of the National Human Rights Ombudsman. THE CNN contacted the São Paulo Public Security Secretariat (SSP) and is awaiting a response.
Federal law No. 14,321, of March 31, 2022, defines violence as a crime in cases of subjecting the victim of a criminal offense or witness to violent crimes to unnecessary, repetitive or invasive procedures, which lead to reliving, without strict necessity. .
Violence also happens when the public agent allow a third party to intimidate the victim of violent crimes — which leads to revictimization — and place a citizen in situations “potentially generating suffering or stigmatization”. The penalty for the crime is three months to one year in prison and a fine.
Throughout Brazil, there were 3,158 complaints by institutional violence from military and civil police and other security agents. Last year, there were 601 records of institutional violence by security agents — growth is 425.46%.
