Young Juliana Leite Rangel, 26 years old, remains in serious condition at the Adão Pereira Nunes Municipalized Hospital (HMAPN), in Duque de Caxias (RJ), in Baixada Fluminense.
She was admitted to the unit at 9:12 pm last Tuesday (24), after being shot in the head by agents of the Federal Highway Police (PRF), on Rodovia Washington Luís (BR-040), also in that municipality.
Through the Municipal Health Department and the management of HMAPN, Duque de Caxias City Hall informed that the young woman was taken to the unit by the PRF.
“HMAPN management informs that the patient, hit in the skull with a firearm (PAF), was intubated and taken directly to the surgical center, where she underwent the procedure, without complications. At the moment, she remains hospitalized in the ICU, hemodynamically unstable, intubated and monitored by a multidisciplinary team. The patient remains in a very serious condition,” the hospital said in a statement released this Thursday (26).
In an interview at the hospital, intensive care physician Juliana Paitach said that, even in a serious condition, Juliana Leite Rangel has reacted positively to the medications she has been receiving.
“From the moment she arrived until now, it hasn’t gotten any worse. She remained at a level of severity that stabilized with the drugs that were administered with the medication and did not worsen, that is, the pressure was maintained with the medication that was administered. She is a young patient, who was treated quickly and very efficiently, who has everything to evolve positively, but there is no way for us to know”, he stated.

The Federal Public Ministry (MPF) initiated a Criminal Investigative Procedure, signed by the Public Prosecutor, Eduardo Santos de Oliveira Benones, considering that, as defined by the 1988 Constitution, the body is responsible for defending the legal order, the democratic regime and the unavailable social and individual interests.
In the text, the prosecutor pointed out that the 26-year-old was driving with family members to celebrate Christmas and suffered very serious injuries. Benones highlighted that she was not the only victim, as her father, Alexandre, was also shot.
The prosecutor determined that, considering the need to carry out steps, “aimed at collecting information, documents and other elements capable of directing and defining the line of action of this ministerial body in the case presented here”, the Federal Police Superintendency (PF), in Rio de Janeiro, provide information about the measures adopted.

He also requested the PRF Superintendence, also in Rio, to identify the federal highway police officers involved in the incident and the identification of those responsible for the shooting.
The prosecutor also requested the immediate removal from policing duties of the police officers involved in the case, in addition to the collection of the vehicles “with full preservation of their condition, as verified after the occurrence”.
Benones ordered the collection and safekeeping of weapons, of any caliber or range, that were in the possession of the police officers involved, “regardless of whether they were used or not, to carry out forensic investigations”.

For HMAPN, the prosecutor requested the issuance of a letter so that the director of the unit informs the MPF of the health status of the victims, regardless of medical reports, as well as the sending of the respective Medical Assistance Bulletins for Juliana and Alexandre.
Still in the text, the prosecutor ordered the Federal Public Ministry Police to go to the Adão Pereira Nunes Hospital, to determine the victim’s health status, with a medical declaration, the identity of the members of the medical team who provided first aid, as well as of the team responsible for monitoring the treatment”.
Inquiry
The PF opened an investigation to investigate the case involving federal highway police officers. According to the PF, the investigations began after being called by the PRF.

A team was on the Washington Luís Highway (BR-040) to carry out the initial measures, such as “the site inspection, the collection of statements from the federal highway police officers and the victims, in addition to the seizure of weapons for analysis by the criminal technical expert”.
Also in a note, the PRF informed that, as determined by the Internal Affairs Division of the Federal Highway Police, in Brasília, an internal procedure was opened to investigate facts related to the shootings. According to the PRF, “the agents involved were preventively removed from all operational activities”.
The corporation said it deeply regretted the episode and clarified that, under guidance from the General Directorate, “the General Coordination of Human Rights is monitoring the situation and providing assistance to young Juliana’s family”.

Regarding investigations, he indicated that he collaborates with the PF in providing information that helps in investigating the case.
“The police cannot fight crime by committing crimes. The federal police need to set an example for other police forces”, pointed out the Minister of Justice and Public Security, Ricardo Lewandowski, in a statement released by the department.
Lewandowski lamented the incident which, in his view, “demonstrates the importance of federal regulations that standardize the use of force by police across the country”.
“The Ministry of Justice and Public Security regrets what happened and sympathizes with the victim and his family. It also informs that it has made every effort to ensure that the responsibilities are duly determined,” the note added.
