Dino awaits Lira’s response on amendments this Friday (27th)

The President of the Chamber of Deputies, Arthur Lira (PP-AL)announced on Thursday (26) that it will present this Friday (27) a formal response to minister Flávio Dino, from Federal Supreme Court (STF)on the suspension of R$4.2 billion in parliamentary committee amendments.

Dino’s decision, taken on Monday (23), to investigate possible irregularities in the allocation of resources.

In the decision, the minister cited.

In a speech at the Chamber’s official residence this Thursday, he reiterated that the execution of the amendments followed the criteria agreed between the Executive, Legislative e Judiciary.

“We will petition tomorrow morning [sexta-feira] to the reporting minister clarifying all the points of his decision so that he can clear up all his doubts”, he declared.

STF decision and required actions

The decision to Flavio Dino including:

  • Publication on the official website of the minutes of the meetings of the standing committees in which 5,449 amendments were approved;
  • Indication of the specific minutes in which each amendment was approved and the advertising medium used at the time;
  • Sending copies of the minutes to the Institutional Relations Secretariat (SRI);
  • Detailed information on compliance with these requirements.

The determination was caused by an action by the PSOLwhich .

Representative Glauber Braga (PSOL-RJ) highlighted that Lira’s decision to suspend the functioning of the Chamber’s thematic committees prevented regular deliberation on the resources.

Lira defends transparency and legality

Arthur Lira defended that all acts related to the amendments were carried out in accordance with the laws sanctioned by the president Luiz Inácio Lula da Silva (PT) and in line with the criteria established by the joint decree of the federal governmentpublished in December, to ensure transparency in the distribution of resources.

“We hope that, with the end of the Christmas break, the ministers who are returning will be able to clarify all the procedures that were carried out and handled”, stated Lira, emphasizing that the meetings between the Executive and Legislative had the objective of ensuring compliance with court decisions .

Amendments shake Brasília at the end of the year

The suspension of payments is directly related to previous STF decisions that considered certain transfers unconstitutional, such as those linked to the so-called “secret budget”.

The National Congress changed the rules for the distribution of these resources, but the judicialization of the issue continued.

Furthermore, in August, Dino had already ordered the Federal Comptroller General (CGU) to audit the transfers.

On December 10, the government issued a joint ordinance to regulate the implementation of the amendments, as part of the negotiations to approve important economic measures, including the fiscal package and the regulation of tax reform.

Race against time

Chamber technicians work with Sunday (29) as the deadline to comply with all of Dino’s demands, arguing that the day of Natal should not be counted in the deadline.

However, the minister’s decision stipulates five calendar days for sending the information.

Lira’s formal response to the STF, promised for this Friday, could be decisive in determining the next steps in the dispute over the execution of the amendments and the transparency of legislative acts.
