President of the Chamber says he will respond to the questions raised by the Supreme Court minister and that everything “obeyed legal procedures”

After speaking with the president (PT) this Thursday (Dec 26, 2024), the president of the Chamber of Deputies, (PP-AL), stated that he will deliver on the 6thª fair (Dec 27) a document with clarifications to the questions raised by the minister of the (Supreme Federal Court) Flávio Dino, who blocked R$ 4.2 billion in amendments from congressmen.

According to Lira, the committee amendments sponsored by 17 party leaders, target of the investigation launched by the (Federal Police) at Dino’s request to investigate alleged irregularities, complied with legal procedures. He also said that the document – sent to the Minister of the Civil House, and to the Chief Minister of the Secretariat of Institutional Relations, Alexandre Padilha– he was fruit of a agreement between Executive, Legislative and conversations with the Judiciary.

Everything that was delivered [o pedido de execução de R$ 4,2 bilhões em emendas] to the Secretariat of Institutional Relations was submitted to the SAY [Secretária de Assuntos Jurídicos do Poder Executivo] and another 4 or 5 ministries”, said the president of Casa Baixa.

“DRIBLE” IN THE STF

O Poder360 had access to the letter sent by the Chamber to the Executive – which was revealed by the magazine Piauí. The document shows more than 5,294 amendments with ratification of indications and another 1,117 new indications. The text calls for the execution of R$4.2 billion, foreseen in the 2024 Budget.

The leaders declared themselves collectively responsible for all committee amendment nominations, acting as if they were the requesters themselves.

Normally, committee amendments are proposed by permanent committees of the Chamber or Senate, such as the Education Committee, the Health Committee, among others. Collegiate bodies identify demands or priorities related to their area of activity and decide where resources should be applied. However, the process did not occur this way in this case.

The approval of the amendments by letter was carried out amid Congress’ rush to approve the Lula government’s priority agendas. Lira justified that she had to suspend the sessions of the thematic collegiate bodies.

All important votes in recent years in the Chamber of Deputies, such as the PEC [Proposta de Emenda à Constituição] of tax reform, the complementary tax reform law and, finally, the vote on spending cuts matters, there was always a decision by the presidency [da Casa Baixa] to suspend all commissions and public hearings so that the plenary could debate 2ª a 6ª fair on the main themes. So, the question remains: what was more important this past week: dealing with parliamentary amendments or the matters that provided legal certainty for the approval of the spending cut?”he asked.
