Hélder Rosalino
Former Secretary of State of Passos Coelho will lead the new entity resulting from the merger of three general secretariats of the Government from January 1st. He left executive in 2013 with strong criticism from the Public Service.
The Government appointed the former administrator of Banco de Portugal (BdP) Hélder Rosalino as general secretary of the Government, the prime minister’s office announced this Friday, after the supervisor of BdP payments left his position.
Rosalino, 56 years old, was Secretary of State for Public Administration in the government headed by Pedro Passos Coelho. He left this social-democratic government for personal reasons in 2013, after the departure of Vítor Gaspar, then Minister of Finance.
According to a note from Luís Montenegro’s office, the General Secretariat of the Government begins on January 1, 2025, in the wake of the first phase of public administration reform.
“This first phase proceeds with the extinction of nine entities by merger into the General Secretariat of the Government and other integrating entities and will cut the number of management positions by 25%generating savings of around R$4.1 million per year for the State”, says the executive’s note.
Public Service did not like Rosalino in the Government
The more than two years in which he remained in charge of the public administration portfolio were marked by strong opposition from public officials given the various measures presented by the Government.
Increased working hours for public servants from 35 to 40 hours a week, the requalification system, the convergence of the pension regime and the change in geographic mobility were some of the most controversial measures taken by the former secretary of State.
It was also with Hélder Rosalino that the employment relationship in the public service was no longer untouchable, with the opening of a termination program by mutual agreement in the Public Administration in 2013.
Graduated in Business Organization and Management from ISCTE in 1991, Rosalino post-graduated in Taxation from Instituto Superior de Gestão in 1998 and took a specialization course in Management from Universidade Católica Portuguesa in 2006-2007. Between 1991 and 1994 he was Marconi’s Financial and Management Auditor.
Mega general secretariat
The new position is the result of the extinction of three General Secretariats (PCM, Economy and Environment and Energy) e do CEGER (Government IT Network Management Center), by merger into the General Secretariat of the Government and other integrating entities, says the executive.
The creation of one is intended to serve all ministries, instead of each ministry having its own general secretariat.
“In addition to the greater efficiency of resources and quality of service resulting from the centralization of horizontal functions in a single entity, sectoral entities will gain greater focus and capacity for activities specific to their respective government areas”, says the executive.
According to the Government, “these advances are in addition to the progress made with the training of the State Legal Competence Center (CEJURE) and the Center for Planning and Evaluation of Public Policies (PLANAPP), which reduces the dependence on contracting external services by the State and improves the quality of planning, prospecting and endorsement of public policies”.
These two entities constitute, according to the executive, “the legal and planning “arm” of the Government, which, together with the operational “arm” of the General Secretariat of the Government, reinforce the capacity of the Government center, make better use of the money public and meet the demands of the European Commission that allowed the release of the 5th disbursement of the PRR”.
Hélder Rosalino will have Fátima Ferreira, Filipe Pereira, João Rolo and Mafalda Santos as deputy secretaries-general.
