In the document, the company informs that the loss is not the company’s responsibility, despite the result coming from the agreement that fixed the Cuse (Unit Cost of Electricity Services) of the energy produced by the plant. The agreement was reached by the Brazilian government with the Paraguayan authorities and increased the bill to US$ 19.28/kW (kilowatts) in the three-year period from 2024 to 2026, with the creation of a cashback on the Brazilian side to, in practice, maintain the previous cost of US$ 16.71/kW for the consumer.

According to the note, the surplus or deficit in the plant’s commercialization account does not impact the company’s financial results. “The misinformation comes from a lack of understanding regarding the rules and legislation applicable to the ‘Itaipu Commercialization Account’, which, although it bears this name, is not managed by Itaipu Binacional, and is regulated and supervised by the National Electric Energy Agency ”says the document.

In response to a report from Poder360the company also declared that a possible deficit in the account in 2024 has no relationship with the socio-environmental programs or sponsorships carried out by Itaipu Binacional.

According to the director of the regulatory agency Fernando Mosna, who reported the process at Aneel, the government rushed with the amounts necessary for the cashback and the amount allocated to maintain the account at the previous level will not be enough. In this scenario, Planalto will need to contribute an extra amount to cover this cost.

The person responsible for making this contribution to subsidize the account is the (Empresa Brasileira de Participações em Energia Nuclear e Binacional), the state-owned company responsible for the Brazilian side of the plant. Although Itaipu says that the bill is not the company’s responsibility, it is Brazilian consumers who must pay to balance this balance.

Aneel requested that the Ministry of Mines and Energy evaluate within 45 days the implementation of measures necessary to fulfill the promise of maintaining the Itaipu tariff subsidized.
