Pará publishes notice for sanitation concession, with forecast of R$ 18.8 billion in investments

O government of Pará published this Friday (27), the notice for the concession of sanitation services in 126 of the 144 municipalities in the state.

With an auction scheduled for April 11, 2025, the project foresees R$18.8 billion in investments to achieve universalization goals by 2039.

The 18 municipalities in Pará not included in the project are already served by private concessions. The remaining 126 cities will be divided into four blocks, according to the model structured with support from the National Bank for Economic and Social Development (BNDES).

The criteria for competing for the concession will be the highest fixed grant value.

The minimum values ​​established are approximately R$1.042 billion for block A, R$19 million for block B, R$400 million for C and R$34 million for block D.

It is also planned to pay a variable grant in Block A until 2039. The amounts will be partially used to pay tariffs and cover intra-home calls for the most vulnerable users.

Of the almost R$19 billion in investments, R$6.2 billion will be allocated to block A, R$4.6 billion to block B, R$3.6 billion to block C and R$4.4 billion to block D .

The amounts must be implemented over the 40 years of the concession, concentrated in the first 14 years.

The contribution from the Pará project is greater than that of the last sanitation concessions promoted in the country.

In September this year, the Sergipe operation was purchased by Iguá, with an estimated R$6.3 billion in investments. The following month, Aegea won the dispute for the Piauí concession, which totals R$8.6 billion in investments.

The universalization of sanitation supply services is one of the premises of the Pará project, as the state still records low levels of supply, highlights the BNDES.

In the capital Belém, for example, coverage of the sewage collection and treatment network is no more than 15%, according to the development bank.

The goal for 2033 is to reach 99% of water supply in the four blocks and 90% of sewage in block A, which includes municipalities in the Metropolitan Region, such as Ananindeua, Marituba and the capital itself.

The universalization of sanitary sewage in blocks B, C and D, with 90% service, should be achieved by 2039.
