The Sociedade Amigos da Cidade Jardim threatens to legalize the changes in the Zoning Law of (20) and which await sanction or veto by the mayor (MDB).
During the session, councilors approved a bill that changes the type of zoning of Cidade Jardim, a high-end neighborhood in the west zone close to the São Paulo Jockey Club.
The area will no longer be a residential zone and will become a corridor 1 zone, which allows small commercial and service establishments to operate. The changes are the result of an amendment by councilor Marlon Luz (MDB) incorporated into the final text.
Members of the neighborhood’s residents’ association say they hope that Nunes will veto the text, but, even so, they see a risk that the Chamber will overturn the mayor’s veto. In this context, they argue that the solution would be to judicialize the issue.
“This amendment by the councilor had no study whatsoever. We were not consulted or shown anything. And suddenly something was approved that we didn’t even know about, at the drop of a hat. We were shocked,” says Alice Ferreira, who presides over Sociedade Amigos of Cidade Jardim. “We’re going to try to veto the mayor. Now, if he doesn’t veto it, we’re going to take it to court. There’s no other way.”
In her opinion, the changes will “end the neighborhood”. “After all, São Paulo is already in chaos with this whole area of traffic, mobility, electricity. And how can something like this, a change, come about without a study? First do the study, make a plan, consult who He’s been living in the neighborhood for 60 years. Now, imposing things like this, without studying, without anything?”, he asks.
Advisor to the association, lawyer Bernardo Freire also defends judicialization. “A possible sanction by Mayor Ricardo Nunes will certainly result in a series of legal challenges regarding these amendments presented in the dead of night, without any justification or public debate, which substantially modify several completely residential neighborhoods in the city of São Paulo”, he says.
When contacted, councilor Marlon Luz did not respond to the Panel’s questions.
