A bill by the deputy (PL-RJ) creates the Casa Card Program, to facilitate the acquisition of essential furniture and appliances for family groups directly affected by disaster situations. Here is PL 1,848 of 2024 (PDF – 148 kB).
The proposal restricts the benefit only to areas and circumstances in which emergency situations or public calamities are recognized, recognized by the National Congress. The proposal limits the benefit to R$10,000 per family group.
According to the text, the Union is authorized to grant this economic subsidy through resources from the Fiscal and Social Security Budgets. The project establishes that the portion of the economic subsidy intended for the acquisition of essential furniture and appliances is applied exclusively to the property indicated by the beneficiary.
The proposal authorizes States, municipalities and the Federal District to supplement the value of the economic subsidy.
To participate in the Program, the project establishes that the candidate beneficiary must be part of a family group registered with . You must also be of legal age or emancipated and the owner, possessor or holder of residential property, in an area affected by a disaster and whose emergency situation or public calamity has been duly recognized by the National Civil Defense.
The proposal also establishes that proof of the use of resources made available within the scope of the Program is carried out through confirmation of the delivery of essential furniture and/or appliances.
According to Altineu Côrtes, after the disasters and the reconstruction of their homes, the affected families need all the minimum furniture so they can rebuild their lives.
“The Casa Card Program comes as a response from this National Congress to families who need a minimum of hope to survive in the midst of a catastrophic scenario”he declared.
