Aid to Ukraine reached up to 40 billion euros in 2024

Subsidies made up 30% of the amount, the rest are loans with so-called favorable conditions.

Ukraine received foreign financial aid for its 2024 budget in a total amount exceeding 40 billion euros, the Ministry of Finance reported on Monday. TASR took over the report from the DPA agency. Approximately 30 percent of this aid consists of subsidies and the rest is a loan provided for the so-called favorable conditions.

“In 2024, we were able to cover all priority social and humanitarian expenses,” said Ukrainian Finance Minister Serhii Marchenko, including pensions, salaries of civil servants, and expenses for education, healthcare and social services in this category. He thanked Ukraine’s foreign partners for their help.

His department identified the European Union, the United States, the International Monetary Fund, Japan, the World Bank, Canada and Great Britain as the biggest sponsors of Ukraine in this regard. The Ministry of Finance reports that Ukraine received budget support from the Republic of Korea or the Development Bank of the Council of Europe for the first time this year.

In the meantime, according to Marčenko, progress has been made in the negotiations on foreign subsidies for next year’s budget. The minister expressed his belief that the so-called priority expenses will once again be financed by Kyiv. The Ukrainian Ministry of Finance added that since the beginning of the Russian invasion, its international partners have provided Ukraine with more than 110.5 billion euros.
