He formally reprimanded São Paulo City Hall for wanting to use federal funds to finance municipal projects in the area.
In a letter last Friday (27), the department ordered the municipal secretary of Culture, Regina Santana, to “refrain from carrying out any administrative acts relating to payment with resources from promotion notices carried out in breach of legislation”.
At the heart of the disagreement is the municipal secretariat’s desire to finance four public notices to promote culture, in areas such as capoeira, peripheral culture and samba, for a total value of R$ 12.4 million, with resources from federal legislation.
The Aldir Blanc Law was created in 2020, originally as a way to help artists affected by the pandemic.
In the letter sent to city hall, the Ministry of Culture says that resources arising from legislation can only be used in a complementary way to the municipality’s own resources in projects.
“It is not, therefore, a question of replacing municipal resources allocated to culture with federal resources. [O recurso] aims to strengthen municipal and state cultural systems by expanding their resources, not replacing them”, he states.
The ministry also complained in the letter that the city hall has been falsely disclosing that the use of federal resources in municipal projects had been authorized by the ministry, and asks that the São Paulo administration cease the practice.
Other side
In a note, the São Paulo Department of Culture states that it has given up using resources from the Aldir Blanc Law in municipal notices, after the ministry expressed its opposition.
“The secretariat informs that last Thursday (26) it held a meeting with representatives of the Ministry of Culture in which it responded to the latter’s request that PNAB (Aldir Blanc National Policy) resources not be used to pay for municipal notices. The secretariat will redirect the execution of these notices to the 2025 municipal budget”, he says.
