The commentator of CNN José Eduardo Cardozo and former senator and journalist Ana Amélia Lemos discussed, this Wednesday (1st), in The Great Debate (Monday to Friday, at 11pm), whether the impasse involving parliamentary amendments and the Federal Supreme Court (STF) impacts the work of mayors.
The discussion about the release of resources has worried heads of municipal executives who took office.
According to mayors, friction between powers harms municipal budgets.

For Cardozo, cities are not represented in the National Congress, unlike the states — by the Senate — and the people — by the Chamber. And they also do not have Judicial Power.
“It is very dependent on the distribution of funds from the Union and states. What is the result? The municipality has always been the poor cousin of the Brazilian federation”, said the commentator. “This also creates a perverse political dependence”, he continues.
The former senator believes that the impasse impacts the work of cities and says she understands the concern of mayors who have just assumed their mandate due to doubts regarding the judicialization of the process.
“An agreement is needed between Congress and the Executive Branch that releases and executes the Budget,” said Ana Amélia, who also reinforces the need for transparency on the part of management. “This is all a process of equal transparency for the Union, states and municipalities”, he adds.
