The Government states that the new agreement signed with the Independent Doctors’ Union (SIM) applies to all professionals. However, reading the statement that presents these explanations may raise doubts, as, in some points, it distinguishes doctors affiliated with SIM from those belonging to the National Federation of Doctors (FNAM).
Understanding that incorrect information was conveyed, the Ministry of Health issued a statement to clarify who benefits from the on Monday. In point 2 of the document, it is stated that:
“The application of the new salary scale to doctors with employment contracts in public functions, agreed with SIM, applies to all doctors, regardless of their affiliation.”
Now, the explanation makes it clear that the new salary tables will be applicable to doctors with employment contracts in public functions. However, it does not mention how the agreement affects doctors with individual employment contracts.
In point 6 of the statement it is indicated that:
“As the convention granted by two unions is not unique, its amendment does not cover FNAM members. For doctors affiliated to FNAM, the AC and ACCE still in force continue to be fully valid.”
The same conclusion can be found in the information available on the official page of the Independent Doctors’ Union.
In reaction, the FNAM says it does not know, for now, whether the new agreement will actually bring benefits to doctors and accuses the Ministry of Health of excluding the Federation from the negotiations.
FNAM, the union structure that most represents doctors from the National Health Service in the country, believes that, due to the deadlines and legal rules, the Ministry of Health will soon be obliged to dialogue.
