Public machine can stop, says TCU president

According to Vital do Rêgo, Congress and the federal government must be “very careful” with discretionary expenses, such as amendments

The president of the TCU (Federal Audit Court), Vital do Rêgo, said that the federal government and Congress “have to be very careful with the risk of the public machine stopping” because of the increase in amounts allocated to expenses such as parliamentary amendments.

I don’t know if Congress’s discretionary power is too great, but the government’s is certainly too small.”, he declared in an interview with the magazine published this Friday (Jan 3, 2025). “It is important to say that the government and Congress must be very careful about the risk of the public sector stopping. When you have very few reserves and on top of that they are discretionary, there is a risk of a shutdown”, he stated.

Vital do Rêgo declared that “a tax waiver in Brazil there is no social result”.

He said: “In addition to it not working out, at the end of the validity period, the government still renews the benefit, remaining ad aeternum, or the company leaves the country. This has repercussions on the Budget, because there is no revenue. The automobile sector, for me, is the most striking. I insist that there will be a time when the machine will stop”.

The president of the TCU spoke about the growth of pension debt in the military sector. It’s quite glaring. R$9 billion was raised in 2023 and R$59 billion was spent. The military’s Social Security debt is in geometric progression. My role here is to say that, as it stands, Social Security will be unviable in 5 years. If we don’t change, and I’m not just talking about the military, perhaps in the next decade we won’t be able to have revenue to pay retirees in Brazil”, he declared.

According to Vital do Rêgo, his role is “arbitrate and teach so that the public manager does not make mistakes”. My idea is to hold meetings in each state of the federation with the mayors, taking manuals and information, and train 3 employees from each city hall to become qualified managers.
