Mayor began his 2nd term with the inauguration of the new secretaries in a ceremony at the Municipal Theater

The mayor of São Paulo, (MDB), began his 2nd term on Wednesday (January 1, 2025) with the inauguration of 28 new secretaries at the Municipal Theater, in the central region of the city. For the new mandate, Nunes promised to focus on the most vulnerable areas of the city.

One of those present at the ceremony was Gilberto Kassab, current state secretary of Institutional Relations. The PSD chief received special thanks from the mayor for his continued support of his administration.

Although the governor (Republicans) did not attend, he sent a video message praising the achievements of Nunes’ first term and reiterated the promise to align the work of the state government with that of the city hall.

In his speech, Ricardo Nunes reaffirmed his commitment to the peripheries, urging the new secretaries to focus on the areas most in need. “We must reflect daily on how we can make a difference in the lives of the most vulnerable citizens”these.

Who are the secretaries

  • government secretary – Edson Aparecido, from MDB. He has a degree in history from PUC-SP (Pontifical Catholic University of São Paulo). He was a federal and state deputy for the PSDB. He has already headed the Civil House of the Government of São Paulo and the Municipal Health Secretariat of the capital of São Paulo;
  • head of the Civil House – Enrico Misasi, d0 MDB. He is a lawyer graduated from USP (University of São Paulo), with a master’s degree and doctorate in constitutional law. He was a federal deputy from 2019 to 2023. He currently presides over the MDB in the capital of São Paulo;
  • secretary of justice – Eunice Prudente. She has a doctorate in law from USP and specializes in studies on the criminalization of racial discrimination. She participated in feminist movements and published works on legal equality and black citizenship;
  • Secretary of Finance – Luis Felipe Vidal Arellano. He is a municipal prosecutor and has a doctorate in economic law from USP. He has served as deputy secretary and undersecretary of the Treasury, in addition to having an MBA in public finance from Fundação Dom Cabral;
  • Secretary of Urban Infrastructure and Works – Marcos Monteiro. Civil engineer graduated from Universidade Presbiteriana Mackenzie;
  • secretary of health – Luiz Carlos Zamarco. He is a pediatrician with a specialization in public health. He has worked in public service for almost 4 decades and coordinated the Covid-19 technical-scientific committee. He was superintendent of the HSPM (Municipal Public Servant Hospital);
  • Secretary of Social Assistance and Development – Eliana Gomes. Has experience in coordinating social projects and leadership;
  • Secretary of Transport and Urban Mobility – Celso Caldeira. Economist graduated from PUC-SP, with extensive experience in public transport and public concessions;
  • Secretary of Sports and Leisure – Rogério Lins, from Podemos. Lawyer and politician, he began his public career in 2004 as director at the Department of Sport, Recreation and Leisure of Osasco. He was elected councilor in 2008 and mayor of Osasco in 2016, being re-elected in 2020;
  • Secretary of Education – Fernando Padula. Bachelor of Law, master’s degree in smart cities from Universidade Nove de Julho and participant in the Leadership Program in Child Development at Harvard University;
  • secretary of Culture and Creative Economy – Totó Parente. Former councilor of Cuiabá, with a career in PT and MDB governments. He served as secretary of the Ministry of National Integration and special advisor during the Dilma government;
  • Secretary of Green and Environment – Rodrigo Ashiuchi, from PL. Automation control engineer, with an MBA in business management and a postgraduate degree in public management;
  • Secretary of Economic Development and Labor – Rodrigo Goulart. Veterinary doctor, he was elected for his 3rd term as councilor in the 2024 municipal elections;
  • Secretary of Urban Security – Orlando Morando. He was mayor of São Bernardo do Campo (SP) from 2017 to 2024. He is currently without a party, but was once a member of the PSDB. He was once a state deputy;
  • Secretary of Subprefectures – Fabrício Cobra. Graduated in law and economics, he has served in positions such as deputy mayor of Vila Mariana and secretary of Management at São Paulo City Hall;
  • Secretary for Persons with Disabilities – Silvia Grecco. Graduated in social sciences, she won the 2019 FIFA Fan Awards for narrating football games for her son Nickollas, who is visually impaired;
  • Secretary of Human Rights and Citizenship – Regina Santana. She is a lawyer with a postgraduate degree in business and administrative law. He is also a member of the Participation and Development Council of the Black Community of the State of São Paulo;
  • Secretary of Urban Planning and Licensing – Elisabete França. She is an architect and professor at FAAP. He also teaches specialization programs at USP and Escola da Cidade;
  • Secretary of Innovation and Technology – Milton Vieira, from the Republicans. He is a pastor and federal deputy for São Paulo. He was a state deputy from 2011 to 2019.
  • Secretary of International Relations – Angela Gandra. She is a lawyer and teacher at Mackenzie. She was national secretary of the Family during the government of former president Jair Bolsonaro;
  • Municipal Management Secretary – Marcela Arruda. She is a lawyer specializing in administrative, electoral and constitutional law. Author of the book “Account Control 2.0”;
  • Secretary of Tourism – Rui Alves, from Republicans. He is a pastor and is serving his first term as state deputy;
  • Special Secretary for Communication – Fábio Portela. Graduated in journalism, he worked in the area of ​​institutional relations at CNN Brazil. In 2012, he was press coordinator for José Serra’s campaign for São Paulo City Hall;
  • municipal attorney general – Luciana Sant’Ana Nardi. She has experience as deputy attorney general and chief of staff at the Municipal Attorney General’s Office;
