In 2025, Loulé City Council will have the largest budget ever, with a global value of 206 million euros, which is expected to strengthen the competitiveness of the economy and maintain support for families, the municipality announced this Monday.
Exceeding by around 18 million euros last year’s 188.2 million euros, the budget for 2025 was approved by a majority in the Municipal Assembly, after the executive led by Vítor Aleixo (PS) – finishing his last term at the head of the municipality – had A proposal with a “very competitive tax package for companies” and “family friendly” was put to a vote, highlighted the city hall in a statement.
The municipality highlighted social areas as priorities, such as Housing, Education or Health, Culture or Environmental Sustainability, in which it is aligned with the 17 Sustainable Development Goals (SDGs) set out in the 2030 agenda of the United Nations (UN). ), indicated the municipality.
The “inauguration of the new health building in the city of Loulé” or the “construction of the future Municipal Building, next to the Loulé Municipal Stadium” are investments planned by the municipality, which will allocate “more than 29 million euros to enhance partnerships in course for innovation and scientific research in the areas of biomedical sciences”, he highlighted.
“We intend to create the conditions for the formation of a true ecosystem capable of attracting innovative companies, attracting and retaining talent, thus diversifying the base of the local business and professional fabric”, explained the president of the Chamber, quoted in the municipality’s note.
Education, with the construction of a daycare center in Forte Novo, in Quarteira, and “more than 3 million euros budgeted” in the Multi-Year Investment Plan, or the “construction of the building in Urbanização da Clona, next to the Salgema Mine ( 1. 1st phase 5,209,000 euros and 2nd phase 13,951,000 euros)”, under the municipality’s Local Housing Strategy, are other planned investments, he listed.
The urban requalification of the streets in the historic center of Loulé (1.7 million euros), the implementation of the new public bicycle-sharing system (8.09 million euros), the digitalization of the interior, with the placement of antennas or cameras to detection of rural households (R$3.6 million), are also among the investments budgeted for 2025, he pointed out.
“The municipal fiscal policy in 2025 will continue to be the most competitive in the country, ensuring that 23.6 million euros of uncollected potential municipal revenue remain in the economy of families and companies, providing greater stability in the lives of families, as well as greater competitiveness, investment and job creation capacity for companies”, highlighted the municipality.
The IMI rate will continue to be 0.3%, the minimum applicable, there will be an incentive for those who settle in areas affected by desertification – namely in the parishes of Alte, Ameixial, Salir and União de Freguesias de Querença, Tôr and Benafim – , with a reduction of up to 30% of the rate set for 2025, and reductions of 30, 70 and 140 euros (fixed amount) will be applied to support large families, depending on the number of children in the household.
“Following the same logic that has been followed in recent years, the municipality will exempt the percentage in the variable participation of the IRS of taxpayers with tax domicile in the municipality for the year 2025, thus giving up the 5% that constitutes the maximum value that the law allows”, indicated the municipality, stressing that it will not apply any tax on taxable income that is not exempt from IRC.
