Authorities flew 1,437 times in Brazilian Air Force planes in 2024. This number represents a drop of 23.5% compared to the previous year, when there were 1,879 flights.
Ministers of State, presidents of Powers and commanders of the Armed Forces themselves, in addition to the Vice President of the Republic, can request FAB planes in cases of service or security.
In the 1st year of the (PT) government, there was an increase of 4.1% compared to the previous year, 2022, the last of (PL) in the Presidency.

WHO FLY FROM FAB
Flights can be requested by the Vice President of the Republic, State Ministers, Presidents of Powers and Commanders of the Armed Forces for service or security purposes.
In April 2015, the then president tried to ban what was called the “FAB flight binge”. One was issued (8,432/2015) preventing authorities from traveling to their homes. Usage fell, but did not stop.
The “security” justification continued to be cited in a broader sense. The thesis is that, in any movement of a minister, a risk would be embedded.
The issue gained new attention in 2020, when the then executive secretary of the Civil House Vicente Santini, after a flight he made from Switzerland to India with a FAB jet became public – after that, the Bolsonaro government readmitted him to other senior positions. high-ranking.
With the repercussion, Bolsonaro issued a decree (10,267/2020) prohibiting the use of planes by interim ministers. He took the opportunity to formalize the possibility that travel to the homes of heads of Power always has the presumption of security reasons.
During the Lula government, at least 2 recent cases were questioned:
- Juscelino Filho – the Minister of Daily Communications and a FAB plane to go to a thoroughbred horse auction in January 2023;
- Anielle Franco and André Fufuca – the ministers of Racial Equality and Sports, respectively, to São Paulo on FAB planes on September 24, 2023 to go to the final of the Copa do Brasil.
