The successor to the president of the Chamber, deputy Arthur Lira (PP-AL), will have as his legacy the debate on the amnesty project for people investigated for participating in the acts of January 8, 2023.

This Wednesday (8), the attacks will complete two years. The date will be remembered in a ceremony held at Palácio do Planalto, with the participation of President Luiz Inácio Lula da Silva (PT).

The challenge of guiding the bill must be inherited by Hugo Motta (Republicanos-PB), current leader of his party and favorite in the dispute for command of the Chamber. Elections will be held in February.

Motta has the support of almost all parties in the House. To ensure the endorsement of both left- and right-wing acronyms, the deputy and possible compromises related to the agenda.

The topic divides the House. While the government’s allied base wants to block the progress of the text, the opposition wants approval of the project with changes so that the pardon is extended to former president Jair Bolsonaro (PL) — so that he can regain his political rights and eligibility.

as to CNN showed, Motta must repeat Lira’s strategy of taking more controversial topics to the college of leaders and, thus, only enabling the advancement of topics on which there is consensus.

Opposition members have already signaled that they will hold Motta responsible for progressing the amnesty project. Parliamentarians, who are part of the CCJ and who were involved in articulating the matter, claim that there were promises from Lira on the matter.

The understanding is that Lira’s signals had an influence on the support of Bolsonaro deputies for his successor and that this will be passed on directly to Motta.

Process blocked

According to CNN showed, for allies, Lira signaled that , but rather that “decanted”. At the end of October, a decision by Lira postponed and stopped the analysis of the proposal on the eve of the vote in the Constitution and Justice Commission (CCJ).

Opposition members, who sponsor the text, saw the measure as a setback, but argued that Lira had committed to putting the proposal to a vote. After that, however, the proposal did not move forward.

According to Lira’s determination in October, a special commission must analyze the project before it is voted on in the plenary. The collegiate has not yet been installed. How to CNN showed, a bureaucratic impediment, from a letter from Lira, stopped the creation of the commission.

The matter cooled down at the end of 2024 after the release of the Federal Police report on the investigation of an alleged , vice Geraldo Alckmin (PSB) and minister Alexandre de Moraes, of the Federal Supreme Court (STF).

The arrest of military personnel involved in the alleged coup plan and Congress’ tight calendar contributed to the project not moving forward.

Furthermore, the PF investigations and indictments of 40 people, including former president Jair Bolsonaro (PL), served as an argument for the government’s allied base to criticize the possibility of amnesty for those involved in the coup plan and the acts of 8 January.

Two years of invasions

The act on the two years of undemocratic acts will be carried out amid recent friction between the Powers involving the regulation of parliamentary amendments, in addition to the analysis in the Chamber of the amnesty project.

To the event, Lula invited the leaders of the Three Powers and party leaders in Congress, in addition to demanding the presence of government ministers.

The president of the Senate, Rodrigo Pacheco (PSD-MG), is traveling abroad and will be (MDB-PB). Lira has not yet confirmed her presence.

The president of the STF, Luís Roberto Barroso, informed that he will be represented by the vice-president, minister Edson Fachin, who presides over the Court during the Judiciary’s recess.
