The Presidency’s Secretariat for Social Communication (Secom) confirmed that the agenda for the president’s meeting this Thursday morning (9) Luiz Inácio Lula da Silva (PT) with ministers deals with the Bill (PL) on state debt.
The meeting, which was scheduled for 10 am, started around 10:30 am.
In addition to Lula, the vice-president and minister of Development, Industry, Commerce and Services, Geraldo Alckmin (PSB); the Minister of the Civil House, Rui Costa (PT); the Minister of Finance, Fernando Haddad (PT); the substitute Minister of the Secretariat for Institutional Relations, Olavo Noleto; the Union’s attorney general, Jorge Messias; the executive secretary of the Ministry of Finance, Dario Durigan; the executive secretary of the Ministry of Planning and Budget, Gustavo Guimarães; the government leader in the Senate, Jaques Wagner (PT-BA); and the government leader in Congress, Randolfe Rodrigues (PT-AP).
Lula already had a meeting with ministers on Tuesday (7) to discuss the same topic. The agenda at the beginning of the week had been inconclusive, and today’s meeting was already expected.
The bill that creates a new regime for negotiating states’ debts with the Union is the subject of debate, as it will have a billion-dollar fiscal impact on public coffers.
The main objective of the proposal is to allow indebted states to enter into the so-called State Debt Payment Program (Propag), with a reduction in the debt index with the Union (from 0% to 2%), with a period of 30 years for payment.

Lula must veto the section of the state debt renegotiation bill that allows governors to use resources from the National Regional Development Fund (FNDR), created by the tax reform, to reduce a portion of the State’s debt with the Union. The request was made by the governor of Rio de Janeiro, Cláudio Castro (PL), but rejected by members of the Ministry of Finance.
