The 94 state deputies will have an adjustment starting in February and will receive a gross amount of R$34,700 per month. The figure is around R$200 above the governor’s earnings (Republicans), but the Legislative Assembly should also discuss an increase for him.
The update of deputies’ salaries was defined in December 2022, when they themselves approved the 37.3% adjustment progressively, with periodic updates between 2023 and 2025.
At the time, they received R$25,300, the same amount as in 2016, and sought to offset inflation. The São Paulo Constitution establishes that the salary of state deputies must be the equivalent of up to 75% of the salary of federal deputies — who in February will have a salary of R$46,300.
A bill presented by Alesp’s Board of Directors last month, and which has not yet been voted on, extends the remuneration of the governor, deputy and secretaries to 2025. Subsequently, deputy Carlão Pignatari (), who is from the government base, registered a substitute for the text that provides for the granting of an adjustment of 9.68% of salaries.
In the case of , if the proposal for new values for 2025 is approved, the gross total will increase from R$34.5 thousand to R$37.9 thousand.
As the governor’s salary represents the salary cap for civil servants, an update will cause a cascade effect, with an increase for other categories of civil servants, as the salary limit will be higher. The bill is being processed on a priority basis. The House is in recess and will resume activities next month.
Today state deputies receive R$33,000. As São Paulo legislation does not link their salary to that of the governor, but rather to that of federal deputies, there is no unconstitutionality in the fact that they start to receive more than Tarcísio.
Pignatari’s replacement defends the valorization of civil servants and states that inflation in the last two years, after the event, accumulated 9.68%. As a result, “thousands of public employees have their remuneration eroded by inflation without due compensation.”
The text also says that the government had “an increase in revenue, mainly tax revenue” and that “it is perfectly reasonable and achievable in terms of public accounts” the adjustment for the governor, vice president and secretaries.
“The government’s logic, in addition to readjusting public tariffs annually and obtaining significant increases in tax revenue in 2024, more than R$16 billion above expectations, and increases of R$28 billion in relation to what was collected in 2023, or +12, 5% […]it should also include the salary policy for all civil servants”, he states.
When contacted, the deputy did not comment on the matter.
House leaders interviewed by the report stated that the project has not yet been discussed by the Board of Directors, the body that commands all of Alesp’s administrative and parliamentary activities, and that the adjustment still needs to be debated with the Tarcísio management.
Members of the state government itself, interviewed in reserve, believe it is likely that the increase will be put to a vote to correct the unusual situation, which is that the head of the Executive receives less than the members of the Legislature.
The Tarcísio government has among its main banners that of the public machine. In 2023, the administration managed to approve the restructuring of commission positions, with the justification of making the public machine less expensive and more efficient.
