Councilor Eduardo Lyra Porto, from the Court of Auditors of Pernambuco (TCE-PE), left last Tuesday (7) the rapporteur of a process that investigates overpricing in a contract for the installation of solar energy generation systems in schools.
He is the cousin of Álvaro Porto de Barros Filho, owner of Enove, a company contracted by the capital’s city hall and which allegedly charged an overprice of R$12.5 million, according to the court’s technical area.
The businessman, in turn, is the son of Álvaro Porto (PSDB), current president of the state’s Legislative Assembly and responsible for arranging the nomination of Eduardo Porto for the position of counselor, in 2023.
Now, the process involving the contracting of the service by the municipal Education department has been drawn for the report of counselor Dirceu Rodolfo de Melo Júnior.
In a report, the TCE-PE technical area says that, after consulting the federal government’s price panel, it found an average price of R$2,600 per unit of KWp (kilowatt peak) in contracts carried out by different bodies and entities of the federation.
Recife’s city council contract with Enove provided for the contracting of R$ 7,500 per KWp. Considering the total contracted quantity of 2,600 KWp, the overprice indicated was R$ 12.5 million.
The technical area also stated that it observed other irregularities in the contracting, such as irregular adherence to the price registration minutes, lack of preliminary technical studies, participation of the project author in the execution of the service and improper use of the price registration minutes as a contract of the type ” umbrella”.
When contacted, Recife City Hall stated in a note that it presented its defense and awaits the final decision of the Court of Auditors to continue with the legal and administrative procedures related to the contract.
“Recife City Hall clarifies that all contracts carried out by municipal management respect administrative rites, always prioritizing the principles of legality and economics”, says the note.
