TCU releases R$200 million bid from Lula’s Secom – 01/09/2025 – Power

The (Federal Audit Court) released this Thursday (9) a tender worth R$ 197.7 million from the Communication Secretariat (Secom) of the Presidency of the Republic. The competition was made for the government’s digital communication and it was .

Minister Aroldo Cedraz’s decision was given on the eve of the change of command at Secom. The president () announced his departure on Tuesday (7). He will take over the position.

“There are no obstacles to Secom/PR promoting the contracting of the service object of the tender in question, taking advantage of the acts carried out in the previous event, in its judgment and as appropriate, given the unfoundedness of this representation and the non-identification of other irregularities”, stated the rapporteur.

For Cedraz, the process did not gather enough elements to confirm the illicit act.

“Despite the seriousness of the facts narrated in this representation, no elements were included in the case file that would minimally support the occurrence of the alleged illicit act, which prevents, in my opinion, the forwarding of mere conclusions or assumptions to the police body”, he said in the decision.

The competition had been due to signs of breach of confidentiality in the proposals of the companies competing for the digital communications contract.

On the eve of the announcement of the winners of the contest, in April, the initials of the companies that would win were encrypted on social media: Usina Digital, Area Comunicação, Moringa L2W3 and the BR and Tal consortium.

Afterwards, Moringa and the Comunicação Area were disqualified in the process. And then Clara Digital and the Boas Ideales consortium entered.

The bid was opened by Pimenta. In a statement, he refuted the suspicion in the process at the time and said he had not been heard by the court of accounts. He stated that the accusations were driven by “political and economic” interests.

“The court’s own auditors recognized the insufficiency of elements to grant the precautionary measure that suspends the process,” he said.

The Public Ministry together with the TCU asked for the competition to be overturned. Parliamentarians opposing the Lula government, such as senators (PL-RN) and (PL-RJ), also petitioned for the suspension.

To TCU, Secom stated that the bidding notice was detailed and exhaustive in defining the requirements for formulating and presenting technical proposals.
