The President of the Republic Marcelo Rebelo de Sousa promulgated the document that implements the provisions of the multi-annual agreement for the valorization of Public Service workers, which was signed in November between the Government and two of the main public service unions, Fesap and the Frente Sindical . This agreement establishes a set of measures to improve the remuneration conditions of state employees, with a special focus on the Public Administration remuneration base, known as the State salary floor.
According to , and in accordance with what was agreed, the remuneration base will be increased to 878.41 euros in 2025, which represents an increase of 6.88% compared to the 821.83 euros that workers currently receive, in 2024 This increase is a reflection of the continuous effort to improve the working conditions and remuneration of public employees, in order to value their work and guarantee fairer remuneration.
Furthermore, the agreement provides that, in the following years, the Public Administration salary floor will continue to be adjusted gradually. In 2026, the State’s minimum salary is expected to increase to R$934.99, which corresponds to an increase of 6.44% compared to the 2025 value. In 2027, the value will rise to R$995.51, with an increase of 6.47% compared to the previous year, and, finally, in 2028, the minimum wage will reach R$1,056.03.
The agreement also stipulates adjustments for gross monthly salaries of up to R$2,620.23. For these salaries, a minimum adjustment of R$56.58 will be guaranteed in 2025 and 2026. For salaries above this amount, a minimum adjustment of 2.15% will be applied. In the years 2027 and 2028, the increases will be at least R$60.52 or at least 2.3%. This commitment translates into a total increase of at least 234.20 euros throughout the legislature, which represents a substantial improvement for many Public Administration workers.
In addition to salary adjustments, the decree-law also includes a 5% increase in daily wages, which will be implemented this year. This adjustment was negotiated and agreed with the union representatives who signed the agreement, however, the Common Front, which belongs to the CGTP, did not join this understanding.
