Sérgio Cabral had more than 20 convictions in court, most of them for corruption. Their sentences exceed 400 years in prison. The former governor, however, benefited from the end of Lava Jato and the decisions of the STF, which extended to all levels of justice.

In 2023, the TRF-2 (Federal Regional Court of the 2nd Region) issued the politician’s last house arrest order for other precautionary measures. Today, Cabral is free to travel outside the home, as long as he wears an electronic ankle bracelet and commits to going to court every month.

Cabral’s release process began in 2022, when the 2nd Panel of the Supreme Court arrested him in connection with convictions in the Lava Jato operation.

The politician was arrested in 2016, suspected of running a criminal organization that rigged tenders and charged bribes from construction companies. The investigations focused on the works at Petrobras’ Rio de Janeiro Petrochemical Complex.

In 2019, the former governor became a federal judge at the 7th Federal Criminal Court of Rio de Janeiro. At the time, he was under arrest and his testimony pointed to the involvement of former collaborators of his management in money embezzlement schemes, such as the former Secretary of Health and the former head of Rio’s Civil House, .

He stated that his “posture error” at the head of the State government had been the attachment to power and money – which he classified as a “addiction”.

“I came here to tell the truth. I met Sérgio Côrtes more closely during the 2006 campaign. When the election was over, I told Côrtes that I had a contract with Arthur Soares and we agreed on a bribe of 3% for me and 2% for you. Before, in previous governments, Arthur said the bribe was 20%. That was my mistake in attitude, attachment to power, money… it’s an addiction”he declared.
