This money would belong to the municipality, by right, because of the Financial Regime of Local Authorities and Intermunicipal Entities: each Municipal Council has the right to keep 5% of the total IRS borne by local taxpayers; but then you decide whether you want to keep it all, part of it, or nothing.
He looked at numbers from the Tax and Customs Authority and Chambers, and found that 200 of the 308 local authorities will move towards devolution. In total, almost 558 million euros out of a total of 762 million receipts.
Of these 200 Chambers that will grant Income Tax, there are 43 which will even return to taxpayers all the value that could enter the municipality.
Lisboa is one of the municipalities that will return all IRS to its inhabitants. In fact, the capital is the only city to do this within a radius of dozens and dozens of kilometers, whether towards the north or towards Alentejo – throughout Alentejo, only Gavião, Fronteira and Arronches (all in Portalegre) return everything to taxpayers.
It is also noted that there are almost no more “generous” Chambers on the coast. The vast majority of those who return everything are further inland.
In the map shared by Jornal de Negócios, it is quickly seen that the vast majority of Municipal Chambers that return total IRS revenue are in the Norte and no Center from mainland Portugal. From Lisbon downwards, only Aljezur, Lagos, Albufeira, Loulé and Alcoutim give up all the revenue.
There is the curiosity that some are “glued” to the map: Vieira do Minho, Montalegre and Boticas; Carrazeda de Ansiães, São João da Pesqueira, Penedono, Trancoso and Aguiar da Beira; Arganil, Pampilhosa da Serra and Oleiros; or, further south, the already mentioned Albufeira, Loulé and Alcoutim.
Among the 99 Municipal Councils that keep all the revenue are: Coimbra, Fundão, Leiria, Seixal or Guimarães.
Porto and Braga return 2% of revenue to taxpayers, Vila Nova de Gaia has no data available, Sintra returns 1%, Amadora 1.5%.
On the islands, Funchal returns everything and Ponta Delgada only 1.5%.
