At the beginning of the month, Minister Flávio Dino suspended transfers to 13 of these entities

The minister of the (Supreme Federal Court) ordered the Union and the States to present, within 30 days, new rules for sending resources from foundations linked to higher education institutions. These guidelines must ensure the correct application and accountability of resources, prioritizing transparency and traceability. This decision comes as a result of an audit carried out by the Comptroller General of the Union, which investigated transparency in the use of amendment funds in 33 non-profit institutions.

At the beginning of the month, the minister suspended transfers to 13 of these entities, which did not provide detailed information on the use of the resources received. Dino highlighted that there is evidence that some foundations have been used as channels for the transfer of values arising from amendments. The new standard must be developed jointly by , by and by , in addition to the States.

Since the suspension of transfers, some foundations have spoken out to the STF, claiming that they already operate in a transparent manner or that they have implemented changes to comply with the minister’s determination. Fapur, a foundation associated with the Federal Rural University of Rio de Janeiro, announced that it updated its website with information about the amendments received.

Furthermore, Dino asked the CGU to check whether the foundations that appealed to the STF are now presenting the data appropriately. In August, the minister had already required NGOs and third sector entities to disclose on the internet the amounts received from parliamentary amendments between 2020 and 2024. The CGU will carry out a new specific audit on the 13 entities within a period of up to 60 days, and the Institutions that had their funding cut must publish information about the amendments on their websites.

The Comptroller General of the Union emphasized that the lack of transparency in the management of public resources compromises social control and supervision of the application of these values. The measure aims to ensure that resources allocated to educational institutions are used responsibly and that society has access to information about their use.
