The government agreed this Monday (13) the points that will be sanctioned in the , such as the reduction of interest, the extension of the debt and the use of assets to reduce the debt, which was uncertain due to the fear that it could impact the primary outcome.
The discussions took place at the official residence between the president of the House, (-MG), the ministers (Finance) and Rui Costa (Casa Civil) and the government leader in Congress, Randolfe Rodrigues (). The text should be sanctioned this Tuesday (14).
According to reports from participants, the government also decided to veto points inserted by the Chamber of Deputies and which benefit some states.
At the meeting, Pacheco commented on President Lula’s (PT) efforts to renegotiate the states’ debt and said that, even with the vetoes, the sanctioned points are substantial, such as interest reduction, debt extension and the possibility of handing over assets.
One of the changes included in the Chamber allows states in calamity to be exempt from deposits to the Fiscal Equalization Fund. This would apply to states that enter the RRF (Fiscal Recovery Regime), a relief program for states in dire financial conditions. Currently, Minas Gerais, Rio de Janeiro, Goiás and Rio Grande do Sul are under the regime.
Another change that did not belong to the original text was the possibility for indebted states to use their funds, created by the tax reform to enable regional tax incentives, to pay off part of their debts with the Union.
The Senate president’s interlocutors claim that the vetoes will not change the main points of the proposal presented by Pacheco.
