Haddad: tax vetoes are to avoid noise and will still be sieved by Lula

The Minister of Finance, Fernando Haddad (PT)said that he discussed last Monday (13) the vetoes that will be made to the project that regulates the tax reform on consumption.

The Treasury has already forwarded the reasons for vetoing some devices to the Civil House and Attorney General of the Union (AGU), but the suggestions have not yet been evaluated by the president Luiz Inácio Lula da Silva (PT)which discussed the sanction of the state debt renegotiation project.

According to Haddad, the tax reform will be sanctioned by Thursday (16) and will involve a few vetoes to avoid interpretative problems, avoiding “noise”.

“These are quite lateral things that can cause technical problems of interpretation or application. The essence of the reform, as happened with the law on renegotiation of States, is maintained, but it eliminates problems that may occur depending on the interpretation given to the provisions”, .

Regarding the state debt renegotiation project, which was sanctioned this Tuesday with vetoes, Haddad said that the approved proposal went beyond what the governors who met with him asked for and ruled out a risk of tension in the relationship with subnationals due to of the government’s decision.

“The president left aside all the differences and comments made well known to you by the governors in relation to the federal government and put the country first, the federation first. It should be noted that the effort that the federal government made was very large to correct the problems. And if I were a governor, even from the opposition, I would make a phone call thanking him”, he stated.

Asked about the impact of the change on debt, Haddad reiterated that the government is remaking the federative pact. “A lot of things that are currently in the Union’s account will have to be the distribution of charges, especially infrastructure and such, will be rethought in light of these considerations. So we already have a federative renegotiation schedule going forward to compensate precisely for this type of effect”, he commented.

The minister also pointed out that there are states – such as Rio de Janeiro, Minas Gerais and Rio Grande do Sul – whose fiscal situation is more delicate.

“Evidently, from the moment they gain the operational capacity to improve their infrastructure, to improve their competitiveness, this all recombines with other factors so that the federative burdens are better distributed over time. This is part of the Treasury’s planning”, he concluded.
