The attack on the cadastre can also have a positive side: Surveyors see an opportunity for changes

The representatives of surveyors and cartographers perceive a cyberattack on the real estate cadastre as an opportunity for system changes and a better setting of the department of geodesy and cartography. The result could be increased legal certainty and an improvement in the position of owners in Slovakia. Surveyors could also improve the quality of their services, he said on Tuesday chairman of the board of the Chamber of Land Development Vladimír Uhlík. At the same time, he drew attention to the limitations that surveyors continue to face in the exercise of their profession due to an attack on the cadastre.

“We regret to say that the provision of geodetic services, as regards, for example, geometric plans, measurements for citizens and the like, these services are still not functional or we cannot perform them. So, unfortunately, people should not expect to come to the geodetic office and order a geometric plan and we will make it. This is still not possible, despite the fact that the activities of the cadastral departments of district offices are being renewed,” said Uhlík.

He further drew attention to the current setting of the state administration model, which, according to him, is inefficient from the point of view of the functioning of the real estate cadastre with surveyors. On behalf of the representatives of this industry, he would accept the change when the cadastre would be re-integrated into the specialized state administration.

The problem should be the incorrect setting and division of tasks between two authorities, namely the Ministry of the Interior of the Slovak Republic and the Office of Geodesy, Cartography and Cadastre. “The entire infrastructure, i.e. the computers, servers, networks and therefore of course also the employees, belong to the Ministry of the Interior, but the entire infostructure, that is data, information, belongs to the Office of Geodesy, Cartography and Cadastre,” he specified.

After the implementation of the proposed changes, the activity of surveyors could be improved, with which the Chairman of the Board of the Employers’ Union of Geodesy and Cartography Jozef Kožár expressed his agreement. “Despite the fact that it is what it is, we perceive this situation as an opportunity for some kind of systemic change,” concluded.
