An operation by the Civil Police and the Public Ministry of São Paulo dismantled the so-called “claims sector” that operates within the Primeiro Comando da Capital (PCC), together with an NGO that supposedly claimed prison rights and had the function of organizing protests and false complaints about torture allegedly suffered by detainees who were members of the faction.
The organization, in fact, was entirely funded by the criminal faction, without any support from public or private resources.
In addition to claim services, the NGO Pacto Social & Carcerário SP, located in São Bernardo do Campo, in ABC Paulista, also provided intermediary services with the “tie sector” for medical care such as aesthetic procedures, teeth whitening, etc.

In a press conference held this Tuesday (14), prosecutor Lincoln Gakiya, from the Special Action Group to Combat Organized Crime (GAECO) detailed how the scheme works. Find out more below:
According to investigations, in 2021, a visitor tried to enter the Presidente Venceslau penitentiary – considered maximum security – in the interior of São Paulo, with drugs and memory cards.
The content of the cards was analyzed and they contained information about sectors of the faction, such as the tune of the “ties”, which is a body made up of lawyers who, according to Gakiya, “distorted” themselves from the profession, becoming a kind of “carrier pigeon” of the faction, in addition to the health sector, which, according to the investigation, functions as a “health plan” and serves high-ranking members, all listed by the Final Tuning, or who were arrested on a mission in the service of the faction, such as attacks, drug trafficking, etc.
From then on, in 2022, a consignment of manuscripts with names of dentists and other professionals, sought by lawyers who are part of the “ties”, were seized and subsequently treated the prisoners.
Botox request for Marcola
The health sector has been operating since 2016, some time before Operation Ethos, also launched by the MP, which targeted such ties, investigating 39 lawyers and 14 other PCC leaders, including Marcos Willians Herbas Camacho, Marcola, the organization’s top leader. .
In the investigation, there were requests on behalf of Marcola himself for the application of botox, the popular name for botulinum toxin, which is a substance used to reduce wrinkles and expression lines.
In addition to care in state penitentiaries, the MP also stated that care also took place in federal prisons, and that high-ranking prisoners, such as Paulinho Neblina, Andinho, Gegê do Mangue (died in 2018) and Biroska, also enjoyed the benefits, through of subterfuges that were alleged to the Court by the “ties” as pretexts for carrying out the procedures, masking the aesthetic purpose.

The police interviewed the professionals involved, but ruled out any participation in the scheme, as it was found that they only performed the service, without knowing about any illicit operation. However, the values received by professionals were above market.
False protests and torture
Still within the scope of the operation launched this Tuesday (14), the Police discovered that the PCC, through the NGO investigated, was orchestrating demonstrations that were supposed to take place across the country, in addition to arranging for prisoners to suffer torture inside prisons.
According to investigators, the Presidente Venceslau prison, which houses members of the PCC, even had a change in management following the false allegations.
In the home of two people arrested in Presidente Prudente this morning, demonstration banners were found.
Attacks on public agents
Gaeco prosecutor, Lincoln Gayika, also detailed that during the investigations, a manuscript suggesting, through generic codes, the death of public agents, in this case prison directors and criminal police, was also found and seized at P1 in Presidente Venceslau.
In total, 12 people were arrested, including Luciene Neves, president of the NGO, and Geraldo Salles, vice-president, as well as a couple who worked on the logistics of the demonstrations – taking care of the rental of chemical toilets, transport buses and even ambulances – as well as three lawyers who are part of the ties between ties and the health sector.
In addition to people, weapons and radio communicators were also seized.
