The digital training check measure, launched in 2023 by the Government and financed by the Recovery and Resilience Plan (PRR), aims to promote the digital qualification of workers through financial support of up to 750 euros for training in areas such as cybersecurity and digital marketing. However, adherence to the initiative has fallen short of expectations, putting into question the initial target of supporting 25,000 workers by September 2025.

Results so far

According to data from the Employment and Professional Training Institute (IEFP), between September 2023 and December 2024, 5,851 applications were submitted, of which 3,173 were approved, representing a total value of 1.97 million euros. Of these, 2,226 applications were completed and reimbursed, worth R$1.37 million.

Although support is guaranteed for training initiated after the application is approved, the payment system continues to be identified as one of the main obstacles, as explained by . The trainee must pay the entire cost of the training before receiving a refund, which can take up to 45 days after completing the course. This initial financial requirement has kept potential candidates away, warns the Portuguese Association of Training Entities (APEFOR).

Main challenges identified

  1. Advance payment: The obligation to advance the cost of training, even with guaranteed reimbursement, has demotivated many workers, especially those with fewer financial resources.
  2. Complex applications: Some difficulties in completing the registration process have led to candidates withdrawing, forcing entities such as Cegid Academy to create support teams to assist interested parties.
  3. Competition from other measures: Initiatives such as IEFP’s “Digital Employment Training”, which offers free courses and includes meal subsidies, are seen as more attractive alternatives.

Future of the measure

With the registration deadline closing in September 2025, there is little time left to reach the target of 25 thousand beneficiaries. Training entities and those responsible for the digital training check program point to the need for adjustments to the model, in order to eliminate barriers that limit participation and maximize the impact of the measure.
