Federal deputies considered the government’s (PT) decision to expand monitoring of roads worth at least R$5,000 per month to be correct, after the rule became the target of a wave of .

They assessed, however, that the episode serves as a lesson for taking measures before putting them into practice.

“It was a poorly made announcement of a measure decided in October by Revenue bureaucrats to be adopted now and which created widespread confusion, which was exploited by the extreme right”, says deputy Carlos Zarattini (PT-SP).

For him, the measure created confusion among workers who use the financial instrument a lot and who thought they would have to pay tax because of fake news spread on social media. “And this created a panic. So the government has to back down, it did the right thing, and it has to gradually explain the measures it is taking, discussing and explaining more clearly what it will be.”

The view is shared by deputy Dandara (PT-MG), who assesses that the government needs to calibrate communication so that it takes the lead in discussing the measures before they are put into practice.

“We cannot continue to be guided by misinformation. This dispute in communication is very important so that we do not do good things that end up being bad things”, says Dandara.

Other parliamentarians, who preferred to speak confidentially, assessed that the way in which the retreat occurred was bad. They argued that, instead of an announcement made by the Federal Revenue Secretary, Robinson Barreirinhas, and the Minister (Finance), the one who should have made a tough speech on the subject was President Lula (PT) himself.

In their reading, the rule would be overturned by Congress upon the return of legislative work, in February. So retreat was the only way to avoid this political defeat.
