Audit report from the Court of Auditors of Pernambuco (TCE-PE) points out alleged irregularities in contracts involving the work at Parque da Tamarineira, in .

Opened in July last year by the mayor (), the place became one of the showcases of his administration, re-elected in the first round months later.

The audit by the court of accounts points out that the execution of the work was the subject of “controversial contracting” without a legal basis, that there was overbilling and that the services performed were of low quality.

When contacted, Recife City Hall stated that the work on the Tamarineira park was carried out in strict compliance with legislation and that the contracting procedure fully complied with the principles of legality, morality and economics.

The main question in the audit refers to the contracting of maintenance works instead of a tender for the construction of the park, two things of different natures.

“16 independent contracts were signed with various companies, creating difficulties for the correct supervision of the execution of the services, as well as it was not proven that the most advantageous proposals were obtained by the Public Administration since there was no specific bidding procedure for the contracted object” , says an excerpt from the audit.

The municipal management says that, in a comparative analysis with the table of the national civil construction cost and indices research system (SINAPI), if the implementation of the Park had been carried out through a new bidding process, “the cost would reach R $715 thousand, a value 18.26% higher than that actually paid, which proves that the municipal management acted with full attention to the principle of economy”.

The technicians also claim that there was an overpricing in the construction of concrete floors on the park’s sidewalks and sports court of around R$152,400.

The city council disputes this and states that this conclusion was based on a “wrong and hasty premise”

“[Foi] resulting from the sum of the items in the project summary table, which did not consider some services performed that are based on concrete, leading to an incorrect interpretation of the costs of the work”, says the management.

The city hall also says that the audit report was not subjected to technical analysis by the Court of Auditors, “which will certainly fully refute the findings when comparing them with the municipality’s robust technical justifications.”
