You must wait for the conclusion of a complementary report on the investigations into the coup plot at the end of the government (PL) and, only then, finalize the investigation into the so-called “parallel”, whose main investigators are the councilor (-RJ) and the former director of Abin (Brazilian Intelligence Agency) and federal deputy (PL-RJ).
There was a forecast that the final report on the “parallel Abin” would be delivered at the end of 2024, as the director general of the PF, Andrei Rodrigues, announced in a coffee with journalists in December. But this did not materialize.
Investigators are awaiting the development of the investigation into the attempted coup because of the possibility of connections between the two cases.
Forwarded to the (Supreme Federal Court), the conclusive report on the coup plot presented the names of people who are also being investigated in the “parallel Abin” case, such as Alexandre Ramagem and Augusto Heleno, retired general and former head of the (Security Office) Institutional) of the Bolsonaro government.
In the document, the PF states that the investigations “showed that those investigated were structured through division of tasks.” One of them, parallel intelligence. The police also analyze messages exchanged between those investigated by the parallel Abin structure on December 15, 2022, the day on which the .
Last December, the PF indicted Bolsonaro on another 39 people for attempted coup. The final report was sent to Moraes, who is the rapporteur for both cases and who will now await the evaluation of the PGR (Attorney General’s Office).
In November, police seized cell phones and notebooks that could bring new elements to the investigation — including General Mário Fernandes, former number 2 of the General Secretariat of the Presidency in the Bolsonaro government. Therefore, a complementary report must be sent to the STF, including more defendants.
The “Abin parallel” investigation team asked for the sharing of evidence about the coup plot, and Moraes authorized it.
The deadline for completing the “parallel Abin” investigation may be shortened, however, if there is a decision by Moraes. Another possibility is that the PF decides to release a partial investigation document, similar to the one adopted in the election.
Investigations into the so-called “parallel Abin” began with the use of FirstMille spy software to spy on political opponents, journalists and STF ministers during the Bolsonaro government. The parallel structure would also act to attack the credibility of the electoral system and produce disinformation in legal proceedings.
To recover FirstMille access, work with the software manufacturer, the Israeli company Cognyte.
Having successfully recovered the information from the cell phones that were consulted, the heads of the Abin sectors were responsible for identifying the people who had been spied on with the tool and sending them to the STF.
In some cases it was not possible to identify the people being spied on. This was seen by PF investigators as an attempt to interfere in the investigations, which .
In a statement to Moraes, the PF accused Abin’s current management of hindering investigations and promoting internal “collusion” with the aim of freeing employees from punishment.
The one in which the then number 2 of the agency, Alessandro Moretti, would have said that the case had a political background.
