This Saturday (18), the operation to curb the clandestine transport of passengers via app was reinforced, expanding the locations where checkpoints are carried out. The action carried out by the Department of Public Transport (DTP), with support from the Metropolitan Civil Guard (), took place in 10 points in the city spread across all regions. Of the 43 seizures of motorcycles that were providing irregular services through the company 99 app this Saturday, 16 were carried out in the south zone; 4 in the west zone; 18 in the east zone and 5 in the north zone.
Paid transport by motorcycle via app is prohibited by municipal decree of 2023, and paid individual passenger transport without authorization from the municipality is clandestine, according to laws 15,676/2012 and 16,344/2016. In the first three days of operation (from 15 to 17/1), 41 motorcycles were seized, totaling 84 seizures since the beginning of the blitzes. This Saturday, agents inspect 668 motorcycles.
To establish a ban on this type of transport in the capital, City Hall was based on concrete data on the increase in accidents, deaths and injuries resulting from the use of motorcycles in the city. The growth in deaths is proportional to that of the fleet, which has seen a 35% jump in the last ten years, from 833 thousand in 2014 to 1.3 million in 2024. The number of deaths grew 22% from January to November 2023, with 350 deaths, to 427 in the same period of 2024, even with the Blue Belt and other important safety measures adopted by the City Hall.
In the south zone, inspections were carried out at three different points. The agents approached motorcycles that had a driver and passenger. After verifying that the trip was carried out through an app, characterizing paid passenger transport on a motorcycle, irregular according to the legislation, the seizure was carried out. At these points, 16 cases of irregular transport were detected – 9 in the morning and 7 in the afternoon.
In the east zone, the operation also caught motorcycles carrying out irregular transport at three addresses. Agents seized 12 motorcycles for carrying paid passengers via app in actions carried out in the morning. In inspections carried out in the afternoon, there were 6 seizures.
In the north zone, actions at two points in the region resulted in the seizure of 4 motorcycles in the morning. In the afternoon, 1 motorcycle was caught carrying out irregular transport. In the west zone, checks were carried out at two addresses, which resulted in 4 seizures of motorcycles that were transporting passengers illegally throughout the day.
